摘要/Abstract

摘要： 能源安全问题是当今世界关注的焦点问题,而丝绸之路经济带的建设为我国构建能源供应安全链提供了新的途径。本文认为,能源供需结构的互补性、地缘优势以及良好的战略伙伴关系是我国与中亚国家能源安全链构建的基础;能源合作的警惕性增强、地区的非传统安全和跨国公司的挤压是其面临的风险。我国与中亚国家能源安全链的构建可通过政府的主导和企业为载体来实施,以市场化运作为原则,通过依托上合组织框架下的协商互动平台、能源交易互动平台、资金融通互动平台,以及油气源储备机制、能源运输网络体系与内部的“政策、法律与机制”来组织完成,最终实现中亚各国的共同利益。

Abstract: Energy security ha become the focus of the world. The construction of the Silk Road Economic Belt in China provides a new way to build the energy security chain. This paper argues that the complementary of energy supply and demand structure, geographical advantages and good strategic partnership are the foundation of construction energy security chain between China and central Asian countries; vigilance to energy cooperation, regional non-traditional security and the extrusion of trans-national corporations are its risk. The building of energy security chain between China and central Asian countries can be carried out through the government leading and enterprises as the carrier, with the market as the operation principle, by relying on the negotiations interactive platform, energy trading interactive platform, and financing the interactive platform under the framework of the SCO and establishing a mechanism for the source of oil and gas reserves, energy transportation network system and internal "policy, law and mechanism" to to achieve the common interests of central Asian countries.
