Abstract: The performance evaluation of scientific and technological talents is one part of the scientific and technological talents evaluation, which is completely different from the performance evaluation of general enterprise employees. This paper, employing such methods as literature study, in-depth interviews and questionnaire survey, puts forward the five dimensions of the performance evaluation index system that “morality, ability, diligence, performance, learning” for scientific and technological talents in Xinjiang Production and Construction Corps (XPCC), and then, uses Analytic Hierarchy Process (AHP) to determine the weight of five first, the second and the third grade indexes. Finally, it provides policy recommendations for application, that is, managing by different grades and evaluating on multi-levels, designing and evaluate in different classifications; integrating performance evaluation with post evaluation, process with results, qualitative with quantitative method, taking incentive measures to evaluation results.

摘要: 科技人才绩效评价是科技人才评价的一部分,与一般企业员工绩效评价大不相同。本文采用文献研究、深度访谈和问卷调查相结合的方法,构建了兵团科技人才“德、能、勤、绩、学”五维度绩效评价指标体系,并利用层次分析法确定了“德、能、勤、绩、学”5个一级指标、17个二级指标、16个三级指标的权重。最后建议应用该指标体系时应坚持分级管理、分层考核;分类设计、分类考核;业绩评价与岗位评价相结合;过程与结果、定性与定量相结合;考核结果要有激励措施等。
