摘要: 近年来,我国部分省市相继开展了“两权”抵押融资的试点工作,并积累了较为丰富的试点经验。然而,由于现行法律、产权界定、社会保障等方面仍存在诸多问题,导致“两权”抵押融资的推广工作困难重重。与之相比,发达国家已经形成了较为成熟的农村土地产权抵押的理论基础及模式,这为我国在明晰产权、社会保障等方面就进一步推广“两权”抵押贷款提供了借鉴。

Abstract: At present,the study of the “two right” mortgage financing problem in rural areas of China is of great practical significance.In recent years,some provinces and cities in China have carried out the pilot project of the “two power” mortgage financing,and has produced relatively extensive experience.However,due to the current law,property rights,social security and other aspects,many bottlenecks still exist,resulting in the promotion of the two power mortgage financing difficulties.In comparison,developed countries have formed a mature rural land property mortgage of theoretical basis and model,which provide a reference for clear property rights,social security and other further promotion“two rights” mortgage loans in China.
