Community Management Transferring to Community Good Governance in China:Theoretical Foundation, Pattern Innovation, Development Choice

Abstract: Community management to community governance is the inevitable trend to realize the efficient operation of the community. This trend requires the realization of the management philosophy from "management" to "service". In practice, there have been representative Models of Shanghai, Lugu, Shenyang, Jianghan, Hechi and Shangcheng, all of which have made useful explorations in the innovation of community governance. Based on the theory of management function and the characteristics and differences of six community governance models, this paper analyzes the factors restricting the innovation and development of the community governance model and puts forward some suggestions. To realize the modernization of community governance requires constant exploration. The key factors to be considered are to build an efficient organizational system, improve the ability of governance subjects and strengthen the support for public welfare. Attracting the active participation of the public cannot be ignored. By means of "community governance and residents' participation", we should weaken the control degree of administrative power, stimulate the desire of community residents to speak out, improve the echo quality of management subjects, and promote the innovative development of community governance model.
