Abstract: Promoting cooperation between China (Xinjiang) and Kazakhstan insurance industry will help enhance the level of opening up of the insurance industry in Xinjiang,and assist Kazakhstan to improve its insurance system,and reinforce cooperation between China (Xinjiang) and Kazakhstan financial sector,and promote the Silk Road economic belt construction.This paper,based on the status of China (Xinjiang) and Kazakhstan insurance industry analyzed the insurance system conditions of both sides from three aspects including the insurance operators,market concentration and insurance regulatory system. From the analysis,it could be seen that market mechanisms and conditions of the cooperation in the insurance industry in China (Xinjiang) and Kazakhstan have basically met,and complementary,which means that complement is between the relative maturity of the insurance institutional mechanisms in China (Xinjiang) and the vast insurance market in Kazakhstan,and the space and potential of cooperation will be enormous.On this basis,for the two subject of government departments and insurance agencies,the paper proposes that advancing China (Xinjiang) and Kazakhstan insurance cooperation should strengthen intergovernmental coordination,and improve the relevant legal system and accelerate designing the pace of related insurance and advancing insurance securitization.

摘要： 推进中国(新疆)与哈萨克斯坦保险业的合作对推动中哈跨境贸易与投融资合作、促进丝绸之路经济带建设等具有重要意义。本文在阐述中国(新疆)与哈萨克斯坦保险业现状的基础上,从保险经营机构、市场集中度与保险监管制度三个方面对双方的保险制度条件进行分析得出,中国(新疆)与哈萨克斯坦保险业合作的市场机制和条件已基本具备,并可形成互补,即中国(新疆)相对成熟的保险体制机制与哈萨克斯坦广阔的保险市场之间互补、合作的空间与潜力极大。为此,政府部门和保险机构应为两国的保险业合作创造条件,加强政府间协调、完善相关的法律体系、加快相关险种的设计与保险的证券化步伐。
