Abstract: Based on elaborating the experience of international sub-regional cooperation model and mechanisms, this paper has analyzed the current cooperation status of “Sub-regional economic circle around the Altai Mountains”, proposing that Altai regional cooperation needs to upgrade cooperation model and improve cooperation mechanisms. So from macro-level,it puts concept of “a core area with three wings” border free trade zone cooperation model. From micro-level, it puts forward five kinds of cross-border cooperation mode for enterprises to choose, and suggests building the China-Russia-Mongolia-Kazakhstan “Four-country and Six-party” multi-layer dialogue mechanism, Xinjiang participating in the decision-making and consultation of “Sub-regional economic circle around the Altai Mountain”, in dispute settlement mechanism, in the implementation of economic cooperation mechanism and in information exchange mechanism.

摘要： 本文分析了当前“环阿尔泰山次区域经济圈”合作现状,通过借鉴国际次区域合作模式及机制经验提出:在宏观层面上应建立“一核三翼”的边境自由贸易区合作模式;在微观层面上有5种企业跨境合作模式可供选择,并提出构建中俄蒙哈“四国六方”多层次对话机制、新疆参与“环阿尔泰山次区域经济圈”合作协商决策机制、争端解决机制、经济合作执行机制及信息交流机制。
