Abstract: This paper analyzes the essence of the rural urbanization and the problems existing in the current rural land capitalization. It is believed that the existence of non-agricultural mode of current agricultural land is based on the adaptation to urbanization, which regards land as the fundamental principle, and creates huge amount of “Rootless Farmers”(lost-land peasant without land, employment, and social insurance) and shifting populations, leads to typical semi-urbanization. This model not only ignored the suitability of people’s urbanization, and is unfair to the non-suburban rural area. Therefore, in this paper, the population and land urbanization problem of non-suburban rural area is studied。It is needed to promote the cost of land urbanization and population urbanization docking, to realize separation of people and land, based on a harmonious relationship among non-suburban rural residents, land, and urbanization, and to build urban and rural overall, harmony and win-win system innovation system following the human-oriented principle.
