A Study of Infrastructure Investment Efficiency in Xinjiang — Based on Three-stage DEA Model

Abstract: After Xinjiang has been set as the core area of the Silk Road Economic Belt, in the realization of infrastructure interconnection and interworking, place more investments in the infrastructure construction. However, under the background of supply-side reform, the efficiency of investment is more important than the scale, and the low efficiency investment should be optimized. This paper applying input-oriented three-stage DEA approach, analyze infrastructure investment efficiency and its influencing factors in 15 regions and prefectures in Xinjiang from 2005 to 2014. The results show that: the efficiency of Xinjiang infrastructure investment is restricted by the scale efficiency; environmental factors and random factors have obvious influence on the investment performance. Excluding these factors, the investment performance in most areas have been changed; In southern area’s infrastructure investment efficiency is lower than Northern area and whole Xinjiang average investment efficiency; Under the same amount of investment, Xinjiang infrastructure investment efficiency can be effectively improved by optimizing the industrial structure, promoting openness and cooperation level, adjusting government support degree.
