Abstract: Selecting Urumqi,a western metropolis, as the study object, this paper analyzed the situation and problems of circular economy in recent years from the perspectives of energy consumption, environmental pollution, environmental legislation, construction of circular economy industrial park and cultivation of circular economy awareness. It held that to construct ecological civilization and develop circular economy in Urumqi, great efforts should be made in reduction, implementation of relevant laws in China, regional environment legislation of basic law and specific law to construct regional industry development mode based on industrial park. And what’s more, it is of necessity to bring traditional ecological ethics into full play to increase the whole society’s awareness of resources, ecology and environment.

摘要： 本文以西部地区大城市乌鲁木齐为对象,从能源消耗特征、环境污染、环境立法、循环经济工业区建设及循环经济意识培养等角度,对其近年来循环经济发展的状况与问题予以分析。结合发达国家的经验和区域特色,本文认为,乌鲁木齐的生态文明建设、循环经济发展应从减量化做起,深入贯彻国家相关法律,积极开展区域环境相关法规、条例、标准的立法工作,构建以循环经济工业园为核心的区域产业发展模式,并利用当地生态伦理传统和观念,提高整个社会的资源意识、生态意识和环境意识。
