Urbanization Development and Water Resources Utilization of Xinjiang Production and Construction Corps: Coupling Coordination Measurement and Obstacle Search<

Abstract: To promote the development of the urbanization of the Corps, it's necessarty to attach great importance to the effective use of water resources. In this paper, the coupling coordination model and the obstacle degree model are used to evaluate the coupling degree of urbanization development and water resources utilization of the Corps and explore its obstacle factors. The results show that the coupling degree of urbanization development and water resources utilization of the Corps is low, but it presents an improving trend overall which has shifted from low imbalance to low coupling coordination. The main obstacle factors affecting the coupling and coordination relationship between them are the water production modulus, the ecological environment water use rate, the harmless treatment rate of domestic garbage, the agricultural water use rate, the urban population proportion and the Engel coefficient of urban residents. The poor industrial structure and low level of social service have affected the optimal utilization of water resources of the XPCC. The water endowment conditions and water environment improvement capabilities have also constrained the quality of the XPCC's urbanization development. To this end, it proposes five suggestions for optimizing the industrial structure, relying on scientific and technological progress, increasing the urban green space, ensuring ecological water rights, and improving the quality of citizens' popular science.
