    On Problems of China's Economy from the Perspective of Supply-side Economic Model

    The structural reform of the supply-side is new developments ideas and new initiatives put forward by the Party Central Committee with President Xi Jinping as the core facing China’s economic and social problems in the shift period of China’s economic growth, the period of structural adjustment and the period of the digestion in the early policy. Based on the technical reconstruction of corporate behavior, this paper attempts to model the economic theory of supply-side with the language of mainstream economics and explore the real and theoretical basis of “Five Tasks” of the structural reform of the supply-side, and the problems facing China’economic at present and the policy implications of the theoretical model on supply-side reform.

    A Study of Timing Strategy of Volume and Price Based on Wavelet Denoising

    There is a certain correlation between asset prices and volume. This paper eliminates the noise in time series of price and volume of Shanghai Composite Index by using the wavelet nonlinear threshold denoising method, and the denoised co-integration analysis indicates the degree of price changes can be explained on the basis of monthly volume changes, and meanwhile the relation of price volume can determine the long-term trends in the market; combined with more sensitive short-term moving average index, a specific timing strategy based on these indicators is proposed. The back-testing results show that wavelet denoising can improve the performance of the strategy significantly.

    Community Bank, Relationship Lending and Financial Support to Entrepreneurship and Innovation

    The development of “twin engines — popular entrepreneurship and innovation” in China represented by science and technology entrepreneurship and innovation is facing serious financing bottleneck, and the bank can play an important role in alleviating its financing difficulties. Based on the analysis of the different stages in the development of science and technology enterprises and the financing demand characteristics, the paper puts forward that in the initial and the growth period, the community banks lending technology — relationship lending could be appropriate used to provide financial support, and therefore should be speed up to set up community banks and branches of science and technology, science and technology develop relational lending, also the linkage of investment and loan should be used to do a good job in financial support entrepreneurship and innovation and risk prevention and control, and also the integration of technology community banks and and the Internet should be strengthened to provide powerful financial support for entrepreneurial and innovation.

    On Evaluation System and Development Countermeasures of SMEs’ Development Capacity in Xinjiang

    This paper, on the basis of the resource-based, institutional-based and market-based view, has constructed the evaluation system of small and medium-sized enterprise (SME) development capacity in Xinjiang and holds that under the resource-based view, human resources, financial resources, credit and the utilization of resources and management resources and their utilization respectively, institutional basis under the view of political association and the market of enterprises under the view of operation capacity, profit capacity, innovation capacity and accumulation capacity are the dimensions composing the evaluation system of SMEs’ development capacity in Xinjiang. And the structural equation model is used to analyze the sample data. It is found that the dimension of the development capability of SMEs in Xinjiang is both valid and reliable. Therefore, the evaluation system constructed in this paper is established. The conclusion of this paper can help the development of SMEs in Xinjiang to work out development measures, but also to the relevant departments of the government to enhance the development of SMEs in the region to provide a theoretical basis.

    On Financial Risk of Controlling PPP Mode under the Background of the Stock Debt

    Local governments’ debts which mainly concentrated in below the provincial level governments are the products of economic revitalization plan that China launches to deal with the financial crisis. Public-Private Partnership (PPP) mode is the means of finance innovation of local government to maintain and expand public investment, which is strongly promoted across China since 2014. After surveying of a development zone in Xingjiang province, this paper found that the local governments resolve the stock debt burden by using PPP mode to expand public investment, which is the way to increase the growth of economy steadily, but at same time it also faces huge fiscal risk. Suggestions and countermeasures of financial risk of controlling PPP mode are offered under the background of resolving the stock debt burden.

    The positive interactions between regional coordinated development and the construction of priority zones is conducive to breaking administrative division,promoting the coordinated development and achieving the space balance of economy,population and environment. The paper holds that four relations should be dealt well with to achieve the interaction between regional development strategy and construction of priority zones the interactions,that is,the relationship between administrative area and functional area,regional function and main function,economic development and ecological protection,government and market. Meanwhile,problems such as homogenization management of heterogeneous region,area development rights,environmental externalities and pricing of ecological products need to be solved.Finally,it puts forward corresponding countermeasures and suggestions.

    A Study of Mutual Relationship between Xinjiang’s Higher-education Investment and Regional Economic Growth

    As an important channel for cultivating national human resources, higher education has become one of the important ways for a country to achieve sustainable development. The paper takes relationship of economic increase in Xinjiang and higher education investment as the research subject, building VAR and VECM model by time series economic data of Xinjiang from 1998 to 2015. It is found that a stable relationship among investment, staffing and economic growth in Xinjiang, and higher education investment played a positive role in promoting the economic growth. However, it does show that economic growth played a limited part in promoting the higher education investment.Therefore, this paper puts forward some suggestions according to the guiding ideology and objectives of the Xinjiang medium and long term education reform and development plan (2010—2020).

    Traffic Infrastructure Construction and economic development complement each other. This paper, employing co-integration theory and error correction model, analyzes the relationship between traffic infrastructure construction and economic growth in Xinjiang from 1995 to 2015. The results show that there is a long-term co-integration relationship between the traffic infrastructure construction and the regional economic development in Xinjiang, And In the long run, the railway construction plays a most significant role in promoting the regional economy, followed by the highway; In the short term, The aviation construction plays a negative role in promoting the regional economy, It mainly due to the high cost and long cycle of the aviation construction.

    This paper, in the context of the regional financial arrangements against the trend of globalization, points out the dilemma of monetary and financial cooperation between countries and analyzes “The Belt and Road” initiative may bring new requirements to the international monetary and financial cooperation, aiming at problems of financial layered cooperation view. On this basis, combined with the basic financial characteristics of the countries along the Silk Road Economic Belt, the idea of constructing the financial chain of the central city is put forward. The overall view on the increase of China’s “The Belt and Road” financial support at the same time, also want to pay attention to and the international financial institutions and regional financial institutions, and the importance of participation in domestic financial resources mobilization.

    An Analysis of Factors Influencing Trade between China and Five Central Asian Countries in the Context of “the Silk Road Economic Belt”

    With“The Belt and Road”initiative, bilateral trade cooperation between China and central Asian countries has developed rapidly. However, the development of the Central Asian countries is not balanced in the national economic development, the dependence on foreign trade is high, the domestic industry is not balanced, and the economic development is heavily dependent on the status quo of mineral energy. In this paper, the empirical analysis of trade gravity model is used to explore the factors influencing the trade flow between China and Asia in the background of Silk Road economic zone. The results show that China’s GDP, foreign trade dependence, accession to the world trade organizations and Central Asia’s GDP, the population has a positive effect on trade. On this basis, it puts forward some suggestions to improve the trade flow between China and the five Central Asian countries and to promote the economic development of China and Central Asian countries.
