With the promotion of digital China construction, digital inclusive finance plays an important role in implementing the new development concept and promoting the improvement of green total factor productivity. This paper uses the economic and social data of 30 provinces, municipalities and autonomous regions in China from 2011 to 2020 to study the impact of digital inclusive finance on green total factor productivity using fixed effect model and intermediary effect model. The results show that digital inclusive finance effectively promotes the promotion of green total factor productivity, and this promotion is more obvious in the eastern and western regions. Digital inclusive finance has significant intermediary effect in promoting green total factor productivity, that is, digital inclusive finance improves green total factor productivity through three channels: technological progress, industrial structure upgrading, and technological progress-industrial structure upgrading. In this regard, we should promote the development of digital inclusive finance by improving the regional basic hardware equipment and popularizing the concept of digital inclusive finance, and training professional financial talents, so as to improve total factor productivity.

The report of the 20th National Congress of the Communist Party of China pointed out that Chinese path to modernization is the modernization of common prosperity for all people. We should improve the distribution system, adhere to the principle of distribution according to work and the coexistence of multiple distribution methods, realize, safeguard and develop the fundamental interests of the overwhelming majority of the people, and firmly promote common prosperity. Based on the theories of income distribution, this paper puts forward the concept of the fourth income distribution, and explores the path to achieve Chinese path to modernization and common prosperity through income distribution based on the primary distribution, supplemented by redistribution, and encouraged the development of the third and fourth distribution. The fourth distribution based on China's poverty alleviation practice is effective supplements to the third distribution. Improving income distribution is of great significance to consolidating the achievements of poverty alleviation and promoting common prosperity. Keywords: the fourth distribution; Chinese path to modernization; common prosperity; distribution system

A Study of the Impact of FDI on Green Total Factor Productivity of China's Manufacturing Industry—Based on Panel Data of Manufacturing Industry by Industry
    CHENG Yunjie, ZHANG Zhifang
    2023, (1):  26-37.  doi: 10.16716/j.cnki.65-1030/f.2023.01.003
    Abstract ( )   HTML ( )   PDF (1200KB) ( )   Save

Green transformation of manufacturing industry is an inevitable requirement to achieve high-quality economic development. Based on the data of sub-sectors in the manufacturing industry from 2006 to 2015, the impact of FDI on the green total factor productivity (GTFP) of China's manufacturing industry are analyzed by employing SBM model, GMM model and threshold effect model. The study finds that FDI has a positive influence on the growth of the overall GTFP of China's manufacturing industry, which has a promoting effect on the growth of GTFP in low environmental regulation industry, but suppresses the growth of GTFP in high environmental regulation industry; The impact of FDI on different factor-intensive industries is heterogeneous. The further study finds that FDI's influence on China's manufacturing industry GTFP has the single threshold effect of environmental regulation. The impact of environmental regulation on FDI on manufacturing GTFP is positive and marginal efficiency is decreasing. After crossing the threshold of environmental regulation, the promoting effect of FDI on GTFP of manufacturing industries with low coal energy dependence is weakened, and the promoting effect on GTFP of manufacturing industries with high coal energy dependence is strengthened.

A Study of the Impact of Financial Agglomeration on Green Economic Performance
GAO Xiaoyan, ZHAI Zhenshan, FU Saifei
    2023, (1):  38-46.  doi: 10.16716/j.cnki.65-1030/f.2023.01.004
    Abstract ( )   HTML ( )   PDF (914KB) ( )   Save

The green economy is a sustainable economic growth model, and the performance of the green economy is a key indicator to measure the level of green economic development. This paper uses panel data from 30 provinces, municipalities and autonomous regions from 2007 to 2019 to measure the impact of financial agglomeration on the performance of the green economy by constructing the Spatial Dubin Model (SDM) — a spatial measurement model. Studies show that financial agglomeration has a significant role in promoting the performance of the green economy, however, there is heterogeneity in the impact of China's financial agglomeration on the performance of the green economy. Financial agglomeration in the eastern and western regions has a significant positive impact on improving green economic performance, while financial agglomeration in the central region has an insignificant negative impact. Therefore, it is of necessity to continue to promote the high-quality development of finance, strive to expand the opening up, explore the new direction of industrial structure optimization, and adopt more reasonable environmental regulation tools. Meanwhile, The eastern, central and western regions should set differentiated green sustainable development goals from reality, giving full play to their respective advantages, to achieve coordinated development of regional green economy.

An Outline of the Science of Economic Violation
    ZHENG Shiqiao
    2023, (1):  47-55.  doi: 10.16716/j.cnki.65-10w30/f.2023.01.005
    Abstract ( )   HTML ( )   PDF (1251KB) ( )   Save

This paper expounds the construction of science of economic violation from the aspects of the necessity, research object, research content and research methods of economic violation science. The necessity of constructing the science of economic violation has two aspects: one is that the harsh reality of economic violation calls for an in-depth and systematic study of economic violation, and the other is that it is difficult for existing disciplines to carry out in-depth and systematic studies on economic violation. The research object of economic violation is the phenomenon of economic violation, which is an economic behavior in which the economic entity violates the current economic laws and regulations, objectively endangers the society, has subjective fault, but does not constitute an economic crime. The research content of economic violation science is the materialization of the research object, which can be divided into two aspects, one is the phenomenon, nature, consequences and causes of economic violations, and the other is the prevention and control of economic violations. Economic violation science mainly belongs to the category of management in the nature of the discipline, so its research methods are mainly based on management research methods, including normative research, empirical research and case studies.

Is Fiscal Decentralization and Inter-Governmental Competition Pushing up Local Government Debt Risk?
    HUO Xuling
    2023, (1):  56-67.  doi: 10.16716/j.cnki.65-1030/f.2023.01.006
    Abstract ( )   HTML ( )   PDF (1762KB) ( )   Save

Preventing and resolving the risk of local government debt is of great significance to the sustainable and healthy development of local economy. Using the data of local governments' explicit and implicit debt from 2012 to 2020, this paper theoretically analyzes and empirically tests the spatial correlation effect of fiscal decentralization and intergovernmental competition on local government debt risk. The study finds that local government debt risk has obvious inertia effect in time and positive interaction effect in space; fiscal decentralization and inter-governmental competition promote the risk of local government debt; there is a positive spatial interaction effect between local and neighboring fiscal decentralization and intergovernmental competition on local government debt risk. In this regard, attention should be paid to preventing the long-term potential risks of local government debt and optimizing the distribution system of central payment among regions; local governments should strive to improve the level of scientific and technological innovation and establish a healthy relationship of competition and cooperation between neighboring local governments.
