    A Study of Regional Differences of Financial Exclusion in Xinjiang and Its Influencing Factors ——An Empirical Analysis Based on 15 Regions and Prefectures in Xinjiang

    Based on the employment of the variation coefficient method to measure financial exclusion index of Xinjiang in 2013, this paper, taking 15 regions and prefectures in Xinjiang as the research object, explores the main factors influencing the financial exclusion on regional differences in Xinjiang with grey correlation and Pierre Johnson correlation coefficient method. The results show that the financial exclusion in regional differences in Xinjiang are more obvious, financial exclusion degree in sequence from high to low is south Xinjiang, east Xinjiang, north Xinjiang. Differences in income, industrial structure, financial development, ethnic composition, population structure lead to different regional financial exclusion. Therefore, in combination with the status quo of the development of financial service industry in Xinjiang, effective suggestions are put forward to weaken the financial exclusion from financial, economic and social aspect.

    With the demographic change of generations, China is still in the middle-income stage, a demographic imbalance and the total population are still outstanding issues, the demographic imbalance requires us to promptly release the two-child policy, due to total population, we cannot claim the full liberalization fertility, under the background of the implementation of the universal two-child policy, how to go to find a third way between two-child policy and free fertility? This paper presents a birth quota trading mechanism under the planned quota system: statistics, distribution, trade, which is able to meet the China’s population in total control, so that the total amount of the target have been implemented to prevent the occurrence of the Malthusian trap, on the micro,but also makes population structure reasonable, fertility behavior has been optimized in the family room, on time, space and different stages of income, achieving the purpose of reserving for future human resources,improving human capital, settling the problem of becoming the aged before getting rich and oversized resource pressure,and thus the above policy help China move away from the middle-income stage into the developed countries. Of course, the reform of the family planning is an important measure which to give full basic effect of the market allocation resources, but also is an important part of the socialist market economic reform.

    The implementation of the “One Belt and One Road” Strategy involves the supervision and audit of China’s overseas investment, overseas state-owned assets supervision. The strategy promotes this paper to review the status quo and existing problems of the state-owned assets supervision. And then, it puts forward that the audit institutions shall audit and supervise creatively state-owned holding enterprises overseas assets, carry out regular state-owned holding enterprises overseas assets audit strategy, in order to facilitate the audit organs at all levels to strengthen the audit of the implementation of the project under the “One Belt and One Road”Strategy, to improve the effect of the use of special funds, etc.

    Based on analysis of the Participants’innovation effectiveness and mechanism of open innovation model,the paper explores explore the impact mechanism of enterprises’open innovation on innovation performance.Then the paper refines 4 antecedent variables of the effect of enterprises’open innovation on innovation performance,and establishes theoretical model of open innovation model’s innovation performance,sets the research hypothesis and the absorptive capacity of control variables, analyses the open innovation’s influence on innovation performance. The paper takes XHF Group Ltd.as an example of the Case Studies. The results show that the assumption is verified in general.

    A Study of County-Level Multi-dimensional Poverty in Xinjiang

    According Sen’s ability poverty theory, through construction of the evaluation system of multi-dimensional poverty, this paper used the AF method to measure the status of county-level multi-dimensional poverty in Xinjiang and found that the situation of extreme poverty in counties in Southern Xinjiang is very prominent, and mainly concentrated in three dimensions, that is, the level of economic development, the environmental resources and the standard of living. Compared with that of counties in Southern Xinjiang, the heterogeneity of poverty in northern counties is significantly, focusing mainly on these three dimensions, they are the environmental resources, the living standards and the health. Then the logistic regression analysis was used and factors that have a positive impact on poverty reduction were found, they are economic development, environmental resources and living standards, however, the positive effect of education did not show significantly.

    Human resources as a special and important resources, has become the primary factor in the sustainable development of regional economy. With the rapid socio-economic development, human resources and personnel reserve plays an important role in economic development, especially in the role of economic development in ethnic minority areas of the edge is quite remarkable. In this context, the study of human resources development of minority areas is profound significance,this paper keep human resources development of Fuyun County as a starting point, analysis problems of human resources development of Fuyun County,for instance,the county human resources over supply,the awareness of development relatively weak,minority education quality is not high enough and the quality of labor is not high etc.For these issues to propose a reasonable human resource development planning,implement “bilingual” education and increase employment opportunities etc.

    An Analysis of Agricultural Cold Chain Logistics Industry in Xinjiang

    Xinjiang is a big agricultural province, therefore, agricultural products logistics is the basic link in value-added chain of agricultural products. Agricultural products is of fresh feature, as a result, in their process of circulation, many agricultural products need to be refrigerated, therefore, the rapid development of cold chain logistics of agricultural products in Xinjiang agricultural development is of great significance. Based on the analysis, this paper finds such problems in Xinjiang agricultural cold chain logistics industry as overall development lagging, poor infrastructure, insufficient total amount and unreasonable layout, low level specialization and marketization. And main factors of restricting its development are large investment in cold chain logistics system construction, imperfect cold chain logistics standards and incomplete supporting industries. Finally, suggestions are put forward from the aspects of macro management and micro operation development to develop Xinjiang agricultural cold chain logistics industry.

    This paper analyzes the economic and financial situation of Kazakhstan in 2015 and points out the fundamental problems of Kazakhstan to long-term economic and financial development, such as the degree of economic diversification, dollarization high proportion, the low degree of marketization monetization, bank leading financial system, etc.These factors under the effect of external factors of mixture formed Kazakhstan’s unique economic and financial phenomena.In view of the problems appeared, this paper introduces and evaluates the main measures taken by the governments, and draws the economic and financial trend conclusions connecting with the international organization and the government’s own predictions for 2016.

    A Study of Sino-Kazakh Export Trade Efficiency and Potential ——Based on Stochastic Frontier Gravity Model

    Under the background of “Silk Road Economic Zone”, China and Central Asian trade have become the hot topic.This paper selects the panel data of trade between China and 31 countries from 1995 to 2014, using the stochastic frontier gravity model to study the export trade efficiency and trade potential of China and Kazakhstan.Results showed that: although Kazakhstan’s export trade efficiency in each year is on the rise, average efficiency of 0.214, export trade efficiency is still low, export potential is larger, the average export trade to expand the space for the 245.18%, shows that China and Kazakhstan’s foreign trade still has a lot of upside.Therefore,we present policy recommendations with exploring the export potential as the aim.

    Population aging is the result of social progress and economic development,and it is also the common problem of the whole world.Since Chin’s reform and opening up,the rapid development of economic society and the implementation of family planning policy has led to the increase of population aging.Population aging in Changji Prefecture also presents the trend of aging,empty nest family miniaturization,and this put forward new requirements to the corresponding infrastructure,legal system,economic and social development,social pension and social security system in Changji Prefecture.This paper mainly focuses on the aging of the population brought about a series of social question,has carried on the analysis of the current status of aging and facing challenges,and put forward corresponding countermeasures and measures from the aspect of the government,society,family,and the elderly themselves.
