    An Analysis of Infrastructure Investment Estimation and Financing Mode of the Core Area of the Silk Road Economic Belt

    “The Silk Road Economic Belt and the 21st-Century Maritime Silk Road (One Belt and One Road)” is China's important international strategy in the 21st century. Infrastructure is the hardware foundation for interconnection between the various countries of the Silk Road Economic Belt, which is of great significance to promoting “One Belt and One Road” strategy. This paper, taking the construction of the core area of the Silk Road economic belt as the objective, employs the World Bank infrastructure estimation methods, makes a quantitative study of infrastructure investment scale in Xinjiang as the transportation junction, trade and logistics center, culture and education center should have. On this basis, it makes a comparative analysis of PPP, BOT, P2G and other financing modes. Finally, it puts forward that it is of first concern to create a favorable policy environment for innovation infrastructure investment and financing mode in Xinjiang. Secondly, it is of great necessity to actively promote the new financing model infrastructure pilot projects. The third is to promote the diversification of financing channels within the region. The fourth is to actively introduce foreign investment to support the implementation of the strategic development projects.

    On Function, Calculation Method and Reform of Excise Tax in China

    Excise tax is an important tax within the system of turnover tax, whose main functions are to realize equity, guide consumption direction and eliminate spill over effect. Based on the function analysis of excise tax, this paper discusses its coordination with other taxes in realizing some of specific functions in excise tax reform and skills in collecting tax included and excluded in the calculated price,and then advances corresponding suggestions.When it comes to the adjustment function, excise tax should be coordinated with other taxes; when it come to levy skills, the original method of collecting tax included in the calculated price should be maintained; and in terms of levy subjects and tax rates, it is of necessity to enlarge the collection scale and adjust the tat rates of some tax items.

    The Nature of Property Rights, Industry Characteristics and Competitive Effects of Cash Holdings——Based on the Adjustment Effect of the Marketization Process

    Based on marketization process, industry characteristics and nature of property rights, using Shanghai and Shenzhen A-share listed companies as samples from 2003 to 2012, this paper explored their impact on competitive effect of cash holdings. Empirical evidence showed that the marketization process weakens competitive effects of the company's cash holdings by easing financing constraints faced by enterprises; competitive effects of cash holdings mainly be existed in private enterprises, which is not significant in state-owned enterprises. The marketization process significantly weakens the difference of the competitive effects of cash holdings among citizens; with the enhancement of industrial growth and competition, the competitive effect of cash holdings is more obvious, the effect of the industrial characteristics to the competitive effects of cash holdings is more significant in private enterprises. To some extent, higher marketization process also strengthens the above impact. Therefore, it can be concluded that the overall process of marketization reduces “citizen differences”, optimizes the competitive environment, and is also beneficial for the competitive effects of cash holdings.

    A Study of Learning Mechanism of Tourism Catering Branding in Xinjiang—— From the Perspective of Brand Community

    Based on the theory of psychology, brand creation and brand community, this paper chooses tourism catering branding in Xinjiang as the research object to build the learning mechanism which can couple and choose brand community as a platform to solve the problem “what to learn” and “how to learn”. From the study of tourism catering branding in Xinjiang, this paper initiates two aspects (the brand core and brand elements) to define “what to learn”, and based on the online and offline brand community construction,this paper builds “how to learn” mechanism from two dimensions: the depth of brand cognitive learning and the breadth of cognitive learning. The depth of cognitive learning mechanism refers to through Xinjiang tourism catering special design to make consumers understand the meaning and differences of the value, eliminate cognitive distortion and participate in the activities of the value innovation of brand community to make their brand perception consistent with the expectations of Xinjiang tourism catering to form positive feedback which turns brand attention into brand attachment. The breadth of cognitive learning mechanism refers to through visible interpersonal and the Internet virtual Interpersonal networks of brand members of the community to make cognitive knowledge in tourism catering branding in Xinjiang spill over and extend to the brand community members to expand the attention and the cognition of consumer groups to from snowballing effect turning brand attention into brand attachment.

    Xinjiang Industrial Economic Forecast Model——From Keqiang Index

    Based on the existing research achievements of scholars at home and abroad, this paper, with the quarterly data from 2003—2013 parameters related to Keqiang Index in Xinjiang as the object of study, using the nonparametric regression model and log-linear regression model to model, predicts the change of industrial added value, as well as the influence of industrial added value on macroeconomic development. The result shows that the model built on the basis of relevant parameters of Keqiang Index can reflect industrial economic changes rapidly, and forecast effects towards industrial added value by using these models are pretty good.

    An Analysis of Export Competitiveness of Agricultural Products in Xinjiang

    Using the revealed comparative advantage index and the trade competitive index to calculate the export competitiveness of agricultural products in Xinjiang, this paper finds that the agricultural products export has a certain competitive advantage in Xinajing. However, when the agricultural product export trade development status is analyzed, it finds that the scale of agricultural product export is small, export structure is unreasonable and category is single, and export market concentration degree is too high in Xijiang. Therefore, in expanding Central Asian market of agricultural products, it is of great necessity to make efforts in public service platform construction, agricultural product standardization construction, the scientific and technological content of agricultural products improvement, strategy of agricultural products brand implementation, export-oriented enterprises cultivation and new markets opening up in order to enhance the export competitiveness of agricultural products in Xinjiang.

    A Study of Scale and Structure of China's OFDI in Kazakhstan

    This paper analyzes the scale and structure of China's OFDI in Kazakhstan. The study shows that the investment scale has steadily increased, and the investment structure has improved. But China's OFDI in Kazakhstan face some problems and challenges,including investment fields are relative concentrated and investment body are not reasonable, and “the new colonialism” thought spread in Kazakhstan, and poor business environment. The findings suggest policy recommendations for government and enterprises that they should expand the investment in non resource sectors, and revise the national and enterprise image, and urge the improvement of the investment environment through multilateral or regional economic integration mechanism, and speed up the construction of industry parks in Kazakhstan.

    Economic and Trade Cooperation between China and Kyrgyzstan: the History, Status Quo and Prospect

    Central Asian countries including Kyrgyzstan are the core area in constructing the Silk Road Economic belt. The bilateral trade volume between China and Kyrgyzstan has increased about 150 times since the two countries established the diplomatic relationship in 1992. China has become the second largest investment country and trade partner of Kyrgyzstan. Kyrgyzstan has become the center of transit trade and distribution for China's commodity.The essay divides the history of economic and trade cooperation between China and Kyrgyzstan into three stages,i.e.initial and tortuous stage of development, period of rapid growth, stage of comprehensive cooperation. The paper summarizes the results and characteristics of each stage.Kyrgyzstan has joined Eurasian Economic Union in 2015, which will bring new challenge for China. In the joint construction of the “the Silk Road Economic Belt”, there is good prospect of economic and trade cooperation between China and Kyrgyzstan.

    An Investigation of Minority Female College Students' Occupation Values in Xinjiang

    Because of the influence of national culture, customs and growth environment, employment values of ethnic minority female college students in Xinjiang is in a sense different from those of other inland college graduates in China. When it comes to the development, ethnic minority female college students pay more attention to personalized development, pursuing the accomplishment of independence and self value. In terms of hygienic factors, they are conservative and inactive, as a result, the range of their employment unit and region range is very narrow. However, their expectations of income is comparatively higher than the standard. In addition, by comparing samples of different origins and nationalities, it is found that ethnic minority female college students from urban area prefer to work in remote areas, whose expected income standards are lower than those from suburban areas. And what's more, those whose Chinese Han language ability is weak show more positive and optimistic occupation values.
