    Assessment of Green Innovation Effect on Coordinated Development of Urban Agglomerations in China—Based on the Perspective of the Urban Economic Coordination Association

    The report of the 20th National Congress of the Communist Party of China has pointed out that high-quality development is the primary task of comprehensively building a modern socialist country. Regional green innovation is the essence of high quality development, but there is still a lack of systematic and in-depth research on whether the collaborative development of urban agglomerations can bring about the green innovation effect. Therefore, based on the perspective of the urban agglomeration economic coordination committee, this paper evaluates the impact of coordinated development policy of urban agglomeration on green innovation by the green patent data and the PSM-DID method, and tests the robustness by using different matching strategies and eliminating the interference of urban scale. Results are as follows. The collaborative development of urban agglomerations significantly promotes regional green innovation, and the promotion of invention green patents is stronger than that of utility model green patents. The coordinated development of urban agglomerations shows significant incentive effect on the green innovation of both newly joined cities and existing joined cities. The incentive effect on the green innovation of existing joined cities is more obvious than newly joined cities. The intermediary effect test shows that the coordinated development of urban agglomerations can stimulate the green innovation by strengthening environmental regulation, weakening decentralization competition, promoting industrial upgrading and strengthening information density. The coordinated development of urban agglomerations influences the green innovation of newly joined cities more by promoting industrial upgrading and weakening the decentralized competition, and influences the green innovation of existing joined cities by enhancing environmental regulation and information density.In the future, we should further improve the system and mechanism for coordinated development of green innovation, adopt differentiated policies, strengthen the construction of supporting social public service systems and cultural atmosphere environment, and promote the ecological and green integrated development of urban agglomerations in China.

    With the gradual acceleration of the construction of a unified carbon trading market across China, scientifically measuring the risk spillover effects between different markets is particularly important for effectively responding to complex and ever-changing market conditions. The paper uses a joint spillover index model to empirically find that there is a risk spillover effect between the carbon trading market, energy market, and low-carbon stock market, and the directional spillover effect and net spillover effect between different markets have obvious time-varying characteristics. Compared with China, the EU carbon trading market has a stronger ability to resist risks. In this regard, a risk warning mechanism should be established between the carbon trading market, energy market, and low-carbon stock market, and the policy system construction of China’s carbon trading market and the information disclosure mechanism of relevant financial institutions should be improved to effectively prevent cross market financial risks.

    The new energy industry is of great significance for national industrial security and energy security, and the level of technological innovation determines the international competitiveness of the new energy industry. This paper takes 105 Shanghai and Shenzhen A-share new energy listed companies in China from 2016 to 2021 as the research object, analyzes whether government policies effectively promote the overall technological innovation level of the new energy industry, and explores the sensitivity of upstream, midstream and downstream enterprises to policy incentives. The results show that there are differences in innovation efficiency, innovation willingness and innovation ability in different positions of industrial development. Tax incentives favor upstream and midstream firms for technological innovation, while government subsidies encourage R&D investment for all firms. It also suggested that the future new energy industry policy should be measured by innovation efficiency, design more accurate policy means, and establish differentiated policies for different positions in the industrial chain.

    PPP is a cooperative model in which the government and social capital sign cooperation agreements to jointly complete projects such as public infrastructure construction, achieving the dual purpose of providing public services by the government and achieving profitability through social capital. In recent years, the development of PPP in China has been very rapid, and PPP has become one of the effective models to support infrastructure development in China. It has been widely used in fields such as highways and municipal construction, but its application in agriculture is not yet widespread. The article summarizes the experience and existing problems in the construction process of agricultural infrastructure PPP water-saving irrigation projects in Yuanmou County, Chuxiong Prefecture, Yunnan Province through a case analysis. In the future, the government should introduce relevant policies to provide more favorable conditions for enterprises, innovate return mechanisms, improve investment structures, stimulate the enthusiasm of social capital investment, strengthen supervision, improve relevant laws and regulations, regulate the operation of PPP projects in the agricultural field, and further attract social capital to actively participate in the construction of PPP projects in the agricultural field.

    : Further deepening the reform of mixed ownership of state-owned enterprises is an important measure to mobilize the vitality of the state-owned economy and amplify the role of state-owned capital, and is one of the trends of economic and social development in the new era. Taking small and medium-sized state-owned enterprises as the research object, this paper analyzes the influence of non-actual controller's governance participation in small and medium-sized state-owned enterprises on enterprise innovation. The results show that the possibility of innovation is higher when non-actual controller participates in governance; At the same time, the governance participation of non-actual controllers is positively correlated with enterprise innovation. The higher the governance participation of non-actual controllers, the better the enterprise innovation. Further research shows that the governance participation of different non-actual controllers has different impacts on enterprise innovation, and the more independent non-actual controllers participate in governance, the stronger the promotion role of enterprise innovation. In the future, in the process of mixed ownership reform of state-owned enterprises, it is necessary to introduce high-quality and innovative non-actual controllers, improve the voice of non-actual controllers, establish and improve policies and regulations, and give full play to the role of non-actual controllers in promoting enterprise innovation.

    Literature Review of Silk Road Tourism Research—Visualization Research Based on CiteSpace

    After comprehensively combing the sample literature related to Silk Road tourism in the periodical database of China National Knowledge Network, and using CiteSpace software to conduct visual quantitative analysis on the source publications, time distribution, authors and institutions, word frequency and cluster analysis of keywords and research topics, it is found that the current hot topics and main directions of Silk Road tourism research include: Cooperation in Silk Road Tourism Resources, Promotion of Silk Road Tourism Image, and Development of Silk Road Regional Culture and Tourism Industry, etc. In future studies, researchers should expand their research horizons and focus on the tourism of more countries and regions along the Silk Road, and at the same time strengthen the research on digital Silk Road tourism.

    Since the initiative to jointly build the Silk Road Economic Belt was put forward, China has actively strengthened trade cooperation with countries along it. In recent years, the huge difference in bilateral trade statistics between China and Kyrgyzstan has aroused the high attention of the Eurasian Economic Union. This will have a negative impact on China's deepening trade cooperation with the Union countries. By analyzing the current situation and causes of the trade statistics difference between China and Kyrgyzstan, this paper empirically analyzes two main factors that causes the differences in trade statistics between China and Kyrgyzstan — "differences in trade statistics caliber" and "gray customs clearance", and concludes that "gray customs clearance" is the main reason for the trade statistics difference between China and Kyrgyzstan. On this basis, the paper puts forward policy suggestions such as establishing an effective law enforcement environment, strengthening customs data sharing between China and Kyrgyzstan, ensuring regular customs clearance and encouraging Chinese enterprises to invest in Kyrgyzstan, with a view to providing references for promoting in-depth trade cooperation between China and countries along the Silk Road Economic Belt.
