摘要： 科学有效的旅游资源管理体制是旅游资源可持续发展的根本保障。本文在对国内外旅游资源管理体制创新文献进行梳理和实践分析的基础上,指出权属改革是解决我国旅游资源管理问题的核心所在。因此,本文以委托—代理理论、政府规制理论和利益相关者理论为基础,提出我国旅游资源管理体制创新的思路和框架设计,即由中央政府(省级政府)行使唯一所有权;整合所有旅游资源对口部门的管理权,构建垂直管理体系;积极引入市场主体;健全法律法规,建立责、权、利和谐发展的管理系统。

Abstract: Scientific and effective management system of tourism resources is the fundamental guarantee for the sustainable development of tourism resources. This paper, based on a comprehensive literature study and practical analysis of the tourism resources management home and abroad, pointed out that right reform is the core issue to solve tourism resources management problem in China. And then, on the basis of principal-agent theory, government regulation theory and stakeholder theory, the paper put forward ideas and framework to innovate tourism resources management system in China, namely, the Central Government (or the government at the provincial level) has the sole ownership, integrate administration authority of all resources department to build a vertical management system, introduce market sovereign of tourism resources management, perfect laws and regulations on tourism resources management and build a management system that has a harmonious development of duty, rights and benefits.
