The Development Countermeasures of Xinjiang “Cross Border Comprehensive Bonded Zone” and the Legal Support of Transition to “Free Trade Zone” Concurrently

Abstract: As the core area of the “One Belt and One Road” initiative, China’s Xinjiang province shoulders the responsibility of linking the logistics, economic and trade cooperation between the mainland of China and other countries or regions by the Silk-Road economic belt. In this process, the role of Xinjiang comprehensive bonded zone is increasingly prominent and gradually presents the trend of transformation to free trade zone. This paper takes three comprehensive bonded zones along the western border of Xinjiang as samples, analyzes them in relevant levels by SWOT analysis method, and puts forward corresponding countermeasures from the four perspectives of perfecting internal service management system, optimizing logistics industry, perfecting financial system, and promoting local cooperative legislation. At the same time, combining the general trend of the comprehensive bonded area’s transformation to the free trade area, this paper proposes and elaborates the necessary legal safeguard measures for the transformation of Xinjiang comprehensive bonded area in the future.
