On Application and Promotion of the Public-Private Partnership Mode in the Field of Aged Care Services

Abstract: With the gradual deepening of aging, the government society and the family bear the huge burden of the old age. The government capital and social capital cooperation model(PPP)provides a good opportunity for the development of China’s social pension service industry. However, the PPP project in the old-age service is generally low in practice. In the process of application promotion, the PPP project of the old-age service shows the characteristics of uneven heat and cold between different regions, different patterns of operation and different reward mechanisms. Based on this, this paper establishes a database of pension service PPP projects based on the government and social capital cooperation(PPP)comprehensive information platform and related information in the project library, and builds the PPP project application based on the four dimensions of region, government, enterprise and project. The theoretical model of the influencing factors, using the expert scoring method and the analytic hierarchy process(AHP), empirically studied the factors affecting the application and promotion of the PPP project. The study believed that the effective operation of the PPP project for the aged care service relies on efficient operational management capabilities, and good financing capabilities are equally important for the promotion of the PPP program for the aged care service. In the end, this paper suggests that social capital should improve its internal strength, continuously improve service quality and efficiency, and strengthen operational management capabilities, while at the same time creating a good policy environment for social capital.
