    Economic Development Pattern Construction and Decisionmaking Optimization under the Background of Ecological Civilization

    The boundary between the economic and the natural environment system had been expanding, contracting or maintaining relative stability. The development ethics, development paradigm and efficiency standards for constructing economic development models under the ecological perspective are proposed.This paper foused on the mainstream economic development pattern and its decision-making performance in the era of industrial civilization, reviewed the status of ecological economic development theory and model research, building an ecological economic model and explored the key concepts, efficiency standards and general innovation necessary to construct an ecological economic model.From the perspective of leading the strategic transformation of ecological civilization, building ecological barriers through coordinated development, promoting high-quality development, strengthening dynamic transformation, and improving the efficiency of coordinated promotion of institutional mechanisms,this paper proposes a directional thinking.

    Construction of the Western Free Trade Area and Local Economic Development

    Free Trade Area (FTA) construction is of great significance to the economic development of the western region, and the construction of a FTA is a process of continuous exploration. Based on the perspective of the new structural economics, this paper holds that if the policy of the FTA truly promotes the economic development of the western region, it is of necessity to maximize their respective comparative advantages, to achieve synergistic development between regions based on the regional division of labor formed by the factor endowments. Then, it points out that it is necessary to realize the reform of the administrative examination and approval system and change the government function, according to the heterogeneity of enterprises to provide heterogeneous public services, and also to realize the infrastructure services the fairness and equalization.

    On Financial Inclusion Promoting Shared Development—From the Perspective of Three Dimensions of Financial Inclusion

    There have been reached a consensus about the financial Inclusion promoting the shared development, but there is little literature about the research on the extent of the support of all dimensions of inclusive finance in different regions for the shared development. We uses zonal regression analysis of the panel data from 2006—2016,and explain how each dimension of inclusive finance contributes to the shared development in different regions. The research proved that the use basis, use conditions and service quality of financial services in the central and western regions as well as frontier regions lag behind those in the eastern region, and infrastructure, government intervention, industrial restructuring, and human capital investment in the central and western regions and border areas were significantly better than those in the eastern region, however the upgrading of industrial structure in the eastern region is more significant role.

    On Application and Promotion of the Public-Private Partnership Mode in the Field of Aged Care Services

    With the gradual deepening of aging, the government society and the family bear the huge burden of the old age. The government capital and social capital cooperation model(PPP)provides a good opportunity for the development of China’s social pension service industry. However, the PPP project in the old-age service is generally low in practice. In the process of application promotion, the PPP project of the old-age service shows the characteristics of uneven heat and cold between different regions, different patterns of operation and different reward mechanisms. Based on this, this paper establishes a database of pension service PPP projects based on the government and social capital cooperation(PPP)comprehensive information platform and related information in the project library, and builds the PPP project application based on the four dimensions of region, government, enterprise and project. The theoretical model of the influencing factors, using the expert scoring method and the analytic hierarchy process(AHP), empirically studied the factors affecting the application and promotion of the PPP project. The study believed that the effective operation of the PPP project for the aged care service relies on efficient operational management capabilities, and good financing capabilities are equally important for the promotion of the PPP program for the aged care service. In the end, this paper suggests that social capital should improve its internal strength, continuously improve service quality and efficiency, and strengthen operational management capabilities, while at the same time creating a good policy environment for social capital.

    Business Model Innovation of Rural Tourism Enterprises from the Perspective of Precise Poverty Alleviation ——Based on Multi Case Study

    The implementation of tourism business model innovation based on precise poverty alleviation is conducive to the synergistic development of rural tourism and poverty alleviation. The key resources and capabilities, tourism business formats and interest linkage mechanism are the main factors that drive the innovation of tourism business model. The business integration ability, the main stakeholders and the external environment and other factors are the main factors affecting the innovation of tourism business model. The cases study concluded that the enterprises’strength and the participation degree in poverty alleviation affect the core competence of enterprises; The enterprises’strength, the degree of resource integration, and the integration degree of tourism industry influence the innovation effect of rural tourism; the participation degree of enterprises in poverty alleviation and the participation mechanism of poor households affect the poverty alleviation effect of rural tourism. To the problems of business mode innovation in rural tourism, it needs to cultivate industrial entities, promote business innovation of rural tourism, support community residents to participate in all aspects, optimize the environment for tourism development and so on.

    Cross-border RMB Settlement and the Development of Bilateral Trade Between China and Pakistan——Analysis Based on Threshold Effect

    At the beginning of 2018, the Central Bank of Pakistan announced that it would allow RMB to be used for bilateral trade and investment settlement. In this new round of “de-dollarization”, it will become a new standpoint of RMB internationalization. Based on the theory of currency choice and Hansen’s threshold regression model, this paper analyses the impact of macro variables on Sino-Pakistan bilateral trade scale under different cross-border RMB settlement scales. The empirical results show that the scale of cross-border RMB settlement has a significant threshold effect on Sino-Pakistan bilateral trade; when the scale of cross-border RMB settlement is large and the threshold value is crossed, China’s prudent monetary policy and appreciation of RMB/rupee exchange rate will have a positive effect on Sino-Pakistan bilateral trade. At the same time, it will also reduce the speculative behavior of investors using the inflation rate and interest rate difference arbitrage or arbitrage between China and Pakistan to earn the difference. Therefore, more measures should be taken to strengthen the RMB“going out” to Pakistan.

    On Relationship between Urbanization and Household Consumption—Based on an Empirical Analysis of Countries along “the Belt and Road”

    Throughout the economic development of developed countries, with the continuous progress of urbanization, the consumption level of residents will continue to improve. Taking “the belt and road” countries as samples, we build panel data model to test the relationship between urbanization and household consumption level empirically by using the data of Shanghai Business School’s“the belt and road” database and the world bank statistical database. The results show that urbanization does promote residents’consumption level significantly, but when the urbanization rate is below 30%, the consumption level will decrease with the increasing of urbanization. Therefore, developing countries can achieve real sustainable development only when they develop urbanization with people-oriented, rational layout and coordinated development of large and medium-sized cities.
