Abstract: With the increasing scarcity of water resources, the transactions of transferable agricultural water rights based on the water market has become the main approach to solve the water crisis in Tarim river basin. For the purpose, based on the existing domestic and foreign researches on water rights trading and market, the paper firstly defines the market of transferable agricultural water rights and analyzes its characteristics, then analyzes the problems that the construction of the market of transferable agricultural water rights exists, and finally discusses the main contents of the construction of the market of transferable agricultural water rights. And this can be used as a reference for the future trade of the market of transferable agricultural water rights and its construction in Tarim river basin.

摘要： 随着水资源的日益稀缺,基于水市场的可转让农用水权交易成为解决塔里木河流域水危机的主要途径。为此,本文在已有国内外水权交易及其市场研究的基础上,首先对塔河流域可转让农用水权市场及其特征进行了界定和分析,然后进一步分析了可转让农用水权市场建设存在的问题,最后提出了未来可转让农用水权市场建设的主要内容及建议。这可作为未来塔河流域可转让农用水权市场交易及其建设的参考依据。
