Abstract: There are some systematic security risks in the Silk Road Economic Belt, so it is of great necessity to explore, establish and evaluate a more efficient and applicable regional security model. The traditional security model represented by collective security has been unable to meet the great demand of the Silk Road Economic Belt for security and development. The construction method based on "cooperation" has become the mainstream path of its security mechanism construction. It is the "optimized" regional security model of the Silk Road Economic Belt to adhere to the principle of active willingness to cooperate, based on the common cultural identity of the region, guaranteed by the increasingly mature cooperation mechanism, and aimed at the common pursuit of security interests. The analytic hierarchy process (AHP) is applied to the quantitative analysis of the safety mode of the Silk Road Economic Belt. Through mathematical calculation and quantitative evaluation, the regional applicability and promotion value of the cooperative safety mode are further tested. It is found that it has strong objectivity and maneuverability, which can be regarded as an ideal safety model.

摘要： 丝绸之路经济带存在系统性安全风险,必须探索、建立并评价更为高效适用的区域安全模式。以集体安全为代表的传统安全模式已无法满足丝绸之路经济带对安全与发展的巨大诉求,基于“合作”的建构方法成为其安全机制建设的主流路径。合作安全坚持以积极主动的合作意愿为首要、以地区共有的文化认同为基础、以日渐成熟的合作机制为保障、以追求共同安全利益为宗旨,是“优化了”的丝绸之路经济带区域安全模式。本文运用层次分析法对丝绸之路经济带合作安全模式进行定量分析,通过数学计算和量化评价对其地区适用性和推广价值进行了检验,发现其具有较强的客观性和可操作性,不失为比较理想的区域安全模式。
