    A Study of Dilemma of Tax Provision for International Public Goods

    With the deepening of economic globalization and political multi-polarization, the problems such as economic turmoil, global warming, infectious disease outbreak, illegal trade prevailing and territorial disputes are becoming increasingly fierce and become the focus of the regional and global concern. Therefore, the problem of the provision of international public goods has been widely concerned, and it has become urgent in the world today. On the basis of international public goods provision, the effective and long-term funding is the core to solve the problem. In this one, the international tax as a major source of international public goods provision, which should be analyzed the existing difficulties, put forward the corresponding measures, has important significance for the mitigation of international public goods provision pressure, and improving the global economic, political and social conditions.

    On Agricultural Trade Development between China and Pakistan — An Empirical Analysis based on Competitiveness and Complementarity

    In 2013, China proposed the construction of the “China-Pakistan Economic Corridor”, which provides new opportunities for trade cooperation between China and Pakistan. This paper makes an empirical analysis of the trade of agricultural products between China and Pakistan and makes reasonable suggestions from the aspect of competitiveness and complementarity by using revealed comparative advantage index, trade complementarity index, intra-industry trade index. The results show that there is a comparative advantage between China and Pakistan, and the agricultural products are comparatively competitive and the competitiveness of agricultural products is weak. The comparative advantages of China's imports and exports of agricultural products are obvious and the trade complementarity is strong. Inter-industry trade-based, and the degree of industry trade is not high. Therefore, it is recommended that China further strengthen its support for agriculture and improve the quality of agricultural products in policy and technology; and strengthen cooperation with Pakistan to achieve win-win cooperation in agriculture.

    A Comparative Study of the Government Balance Sheet Prepared by the British Statistical Office and the Ministry of Finance and Its lmplications for China

    The balance sheet method is considered to be the mainstream analysis tool to describe a country’s debt crisis risk and re-interpret the risk. Preparation and analysis of the government balance sheet liabilities can be a comprehensive study of government balance sheet assets and liabilities overally and a comprehensive measure of a country’s government risk, and in-depth analysis of the risk formation the mechanism, transmission mechanism and its profound impact on macro economy. The UK is one of the earliest western countries which studies the national economic accounting (including accounting balance). The study and analysis of preparation of the government balance sheet its statistical department and financial department is an important reference for China’s establishment of the government balance sheet analysis. Therefore, this paper has carried on a comparative analysis to this topic.

    A Study of Collaborative Development of Modern Logistics and Manufacturing Based on CRITIC Complex System Coordination Degree Model — Taking Xinjiang As An Example

    This paper, based on synergetic theory, regards modern logistics and manufacturing as a composite system, constructs the Evaluation Index System and CRITIC Complex System Coordination Model, selects the data from 2006 to 2015 in Xinjiang to make an empirical analysis. And the results show: the degree of order of Xinjiang modern logistics industry is increasing. The degree of order of Xinjiang manufacturing is showed a rising trend. The coordination degree of compound system is showing M-type development trend, but the overall development is slow. Sensitivity analysis finds: the input parameter increasing or decreasing by 10% will significantly affect the size of the complex system. The coordination degree of compound system is the most sensitive to the number of employees in the urban logistics industry, the second sensitive to the mileage of the highway, is the least sensitive to the maintenance of the truck. This paper presents recommendations for promoting synergistic development.

    An Analysis of Factors Affecting the Transfer of Rural Surplus Labor Based on Structural Equation Model — A Case Study of XihuTown, Wusu City, Xing Jiang

    This paper analyzes the economic development of Xihu town in Wusu city by analyzing the research on the transfer of rural surplus labor force in Xinjiang in recent ten years and the literature review. Based on the field survey data of 200 farmers in Xihu town of Wusu City, The structural equation model is used to analyze the factors that affect the transfer of rural surplus labor force. The results show that the social environment, the employment environment and the policy environment have a significant positive impact on the transfer of rural surplus labor force in Wusu City, and the rural economic development and personal factors have negative influence on the transfer of rural surplus labor force. According to the analysis results, this paper focuses on the current situation of rural surplus labor force transfer in Xinjiang, and draws an important conclusion and gives suggestions and countermeasures in connection with the actual situation.

    Research on Spatial-temporal Features of Xinjiang New-type Urbanization Development

    On the basis of understanding the connotation of the new-type urbanization, an evaluation system of new-type urbanization was established in the paper, which was composed of four subsystems including economic urbanization, space urbanization, social urbanization and resources and environment urbanization. The coupling coordination degree evaluation model was adopted to measure the new-type urbanization coordinated development level in Xinjiang. Moreover, a quantitative evaluation was conducted on the urbanization level and the four subsystems of coordinated development of 15 regions and prefectures in Xinjiang from the spatial-temporal variation characteristics. The results showed that from the point of time-series, the urbanization development indexes of economy, space, social and resources & environment respectively showed obvious rising trend from the 2002 to 2015, but impact of the historical conditions and internal and external factors in different period made the dominant driving forces of urbanization present a clear stage characteristic. Meanwhile, the coupling coordination degree was on the rise during this period, namely from 0.0844 in 2002 to 0.4701 in 2015. However, the type of coupling coordination was still in the phase of mild disorder until 2015.There was a certain distance away from the general coordination phase, and a big gap from high coordination and extreme coordination. From the spatial distribution of it in 2015, the new urbanization development level and the coordination development level of economy, space, social and resources & environment had significant characteristics with the low level of overall development, obvious regional differentiation and so on.

    A Study of Infrastructure Investment Efficiency in Xinjiang — Based on Three-stage DEA Model

    After Xinjiang has been set as the core area of the Silk Road Economic Belt, in the realization of infrastructure interconnection and interworking, place more investments in the infrastructure construction. However, under the background of supply-side reform, the efficiency of investment is more important than the scale, and the low efficiency investment should be optimized. This paper applying input-oriented three-stage DEA approach, analyze infrastructure investment efficiency and its influencing factors in 15 regions and prefectures in Xinjiang from 2005 to 2014. The results show that: the efficiency of Xinjiang infrastructure investment is restricted by the scale efficiency; environmental factors and random factors have obvious influence on the investment performance. Excluding these factors, the investment performance in most areas have been changed; In southern area’s infrastructure investment efficiency is lower than Northern area and whole Xinjiang average investment efficiency; Under the same amount of investment, Xinjiang infrastructure investment efficiency can be effectively improved by optimizing the industrial structure, promoting openness and cooperation level, adjusting government support degree.

    Study on China’s Investment and Financing in Kazakhstan’s Infrastructure Construction

    The “One Belt One Road” initiative has received positive response from countries along the route, and these countries have stepped up investment in their own infrastructure to meet the increasing demand of social economic development. However, if these countries only rely on the government financial input, they can not solve the need to invest huge amounts of money, and thus will become the “bottleneck” of the countries along routes that constraints the national economic and social development. This paper, using Kazakhstan as the object, studies China’s investment and financing of infrastructure construction in Kazakhstan from the perspective of China’s motives for investment in Kazakhstan and the mode of investment and financing, puts forward the corresponding policy recommendations, and hopes that in the future the research can help China’s investment and financing of infrastructure in Kazakhstan.

    A Study of Impact of International Oil Price Fluctuations on Kazakhstan’s Economic Growth

    Kazakhstan is a key country along the Silk Road economic belt and its economic growth has important effects on bilateral trade cooperation between China and Kazakhstan. Petroleum industry is the pillar industry of Kazakhstan, as a result, its economic growth is closely related to the international oil price fluctuations. This paper, using the data of 1997-2015, employs the ADF test cointegration test and error correction model to make an empirical test and the results show that the international oil price fluctuations to Kazakhstan has a great influence on economic growth. The paper holds that Kazakhstan shall adopt diversified development strategy to promote stable economic growth, thus reducing the international oil price fluctuations on the unstable effects of its economic growth
