Since the end of 20th century, waste oil has brought serious food security crisis in China. Our government has made some achievement by using the policy of “Integration of Blocking and Dredging” in blacken agricultural (food) supply chain. However, there are still a lot of restaurant garbage which failed to be disposed by the government’s formal channels so that “Black food” is still presented on people’s table. Therefore, this paper first analyzes the difficulties in control, law, restaurant-kitchen garbage recycling, “Black products” identification, critical control points and bio-energy enterprises and then puts forward suggestions to guarantee the safety of agro-supply chain quality from the sources. The suggestions include reestablishing control system and regulators’ regulation oriented to the whole process of supply chain; combining cracking down “underground economy” with normalized regulation of agro-industries; promulgating and consummating relevant technical standards and laws and regulations as soon as possible; establishing long-term effective mechanism on supervising restaurant garbage.

The consumption structure is the core content of consumption. It is not only the result of economic growth, it is also an important factor of economic growth. Consumption of residents in Xinjiang continued to expand, which obviously improves the consumption structure, but the ratio of consumption continues to decline. As a result, its contribution to the GDP growth is not stable, and the contribution rate is low. And what’s more, significant difference can be found in urban and rural areas, urban residents’ consumption structure upgrades faster than that of rural residents. During the period of “The thirteenth five-year plans”, it is of great necessity to attaching great importance to playing the fundamental role in residents’ consumption to promote economic growth, to improve the residents consumption rate; to adapt to economic development trend of the “new normal”, with an emphasis on increasing people’s income, developing the third industry, adjusting reasonably consumer prices, saving rigid consumer spending and vigorously promoting service consumption growth; and sparing no effort to expand the rural residents’ consumption from the perspective of the perfecting the favorable policies, expediting of transfer of rural surplus labor, improving rural consumption environment, and raising the level of farmers’ social security and placing more emphasis on peasants cultural consumption.

This paper calculates and analyzes the export trade interests of Kazakhstan’s five major export products from 2006 to 2014 by building the index of export income share based on export income index. It concludes the export trade interests of Kazakhstan’s minerals has been increasing and it creates generous profits. However, in recent years, Kazakhstan's export structure has been adjusting. It increases the export of raw materials processing products and constantly improves the export trade interests. By comparison, it is found that the Kazakhstan's access to export interests is limited and its economic structure and policy is the most important reason. So when China promotes the trade cooperation with Kazakhstan, it is of great necessity to strengthen the policy communication, change the philosophy of cooperation and further expand the fields of cooperation in addition to energy and resources. And what's more, China would develop cooperation in agriculture, agricultural products processing, infrastructure, machinery manufacturing, clean energy, finance, transportation, business services, and social services and so on.

    Xiao Chunmei, HuoLuping
    2015, (6):  72-78.  doi: 10.16716/j.cnki.65-1030/f.2015.06.009

To understand the situation of Urumqi residents’ satisfaction on the current life, this paper used the method of questionnaire and interview to collect the basic information of the residents in the city of Urumqi on their financial situation, social security, and the government public service. Then the survey data are analyzed through descriptive statistics and ordered logistic regression method. The result of ordered logistic analysis shows financial situation, social security, and the government public service are significantly correlated with residents’ satisfaction. However, residents of different occupations and different income levels are not the same for satisfaction of each factor. For this reason, the paper suggests that we should vigorously develop Urumqi economy to improve living standards; strengthen social security to create safe living environment; and beautify the living environment through the construction of ecological city; and perfect the social insurance system to improve residents’ well-being.
