    A Study of Evolution of "Greening" Process of China's Tax System

    Finance is the foundation and important pillar of national governance, and tax revenue is one of the core elements of finance. This paper analyzes the development history of China's green tax system since the founding of the People's Republic of China and evaluates the greening degree of China's tax system from the revenue benefit and environmental benefit of green tax. The study finds that the greening degree of China's tax system has been deepening, from the tender green budding period to the light green development period and then to the deep green development period. With the proportion of green tax revenue gradually increasing, the energy continuing to improve, energy efficiency continuing to improve, the effect of reducing pollution and carbon is remarkable. Under the guidance of achieving carbon peak carbon neutrality, China's green tax system still has room for continuous deepening of reform, and there is still a long way to go to deepen the greening degree of tax system through taxation reform.

    The Performance and Mechanism of Region-Oriented Poverty Alleviation Policy —Based on Data of 832 National Poverty-Stricken Counties in China

    A comprehensive assessment of the poverty reduction performance of region-based poverty policies is an objective requirement to consolidate the results of poverty alleviation in post-poverty era. This paper has collected the economic and social data of 832 poverty-stricken counties from 2013 to 2017 in China to analyze the impact of the place-based poverty policies on the economic growth of poor counties by DID. The empirical results show that the region-based poverty policies have a significant driving effect on economic growth of key poverty-stricken counties. The main source of the current economic increment is the increase in local savings income brought by the output of labor in poor counties, rather than local agricultural production or the upgrading of industrial structure.Therefore, it is of necessity to further promote the reform of the household registration system to ensure the channels income increase in export of labor service, utilize local resource endowments fully, promote the revitalization of industries with local characteristics, help endogenous rural development, and better play the poverty reduction role of region-oriented poverty alleviation policy.

    A Study of Interaction Between Industrial Structure Upgrading and High-Quality Economic Development —An Empirical Analysis Based on VAR Model

    Based on new development philosophy, the panel data of 31 provinces (regions and cities) in China from 2007 to 2019 were selected, the relevant variables were calculated by using the global main component analysis method and the DEA-Malmquist index method, and the VAR model was constructed, and the interaction between the upgrading of China's industrial structure and the high-quality development of the economy was explored through co-integration test, pulse response function and variance decomposition analysis. The results show that there is a long-term co-integration relationship between the upgrading of industrial structure and the development of high-quality economy over time. The current effect coefficient of industrial structure upgrading lag 1 on high-quality economic development is 1.584897, the effect coefficient of industrial structure upgrading lag 1 is 0.058983, the positive impact of industrial structure upgrading on high-quality economic development is less than the positive impact of high-quality economic development on industrial structure upgrading, the contribution rate of industrial structure upgrading to high-quality economic development is raised to about 20%, and the contribution rate of high-quality economic development to industrial structure upgrading is gradually increased to about 40%. Finally, according to the above research results, the corresponding policy recommendations are put forward.

    A Study of the Optimal Payment of National Pooling Basic Pension Funds

    This paper uses counter-factual analysis to study the impact of national pooling basic pension on the redistribution of pension funds and the financial burden. The study found that no matter what kind of payment plan, the national pooling through the cross-provincial adjustment of basic pensions, not only reduces the pension benefits of high-income provinces but also increases the pension benefits of low-income provinces. If national pooling eliminates inter-provincial differences and uses the national average wage as the basis for calculating pension benefit. Then the amount of basic pensions transferred across provinces will be the largest. However the resistance of national pooling policy and the financial burden are also the heaviest. Therefore, the selection of the optimal payment plan must not only allow the insured to share the benefit of national economic development, but also consider the provincial differences in pension benefits. By weighing the amount of funds transferred across provinces, policy implementation resistance, and financial burdens, three factors are used to determine the optimal benefit plan.

    The Conditional Measure of Tourism Industry Becoming Pillar Industry—An Empirical Analysis of Xinjiang

    This paper takes Xinjiang's tourism industry as the research object, and from the perspective of industrial economics, selects six indicators, namely, industrial correlation degree, income elasticity, industrial growth potential, social benefit, comparative advantage and competitive advantage, to scientifically measure the conditions for it to become a pillar industry. The results show that the tourism industry in Xinjiang has a high degree of correlation and has a significant driving effect on other industries. The income elasticity of Xinjiang's tourism industry is much higher than the national level in the same period, showing obvious market advantages. The contribution rate and location entropy of Xinjiang's tourism industry fluctuated year by year, showing strong growth potential and obvious comparative advantages. The employment density of tourism industry in Xinjiang is lower than the national average level, and the social benefits are significant. Xinjiang tourism industry related industries cost profit margin is lower than other dominant industries, has a natural competitive advantage. The comprehensive calculation results show that the conditions for Xinjiang's tourism industry to become a pillar industry are relatively mature. For the problems existing in the current development of tourism industry in Xinjiang, we should further improve the reform of tourism product supply, innovative talent training and the construction of tourism enterprise brand cluster, so as to promote the high-quality development of tourism industry in Xinjiang.

    Can Targeted Poverty Alleviation Prevent Systematic Risks? —Empirical Evidence from China's A-Share Market

    Taking A-share listed companies participating in targeted poverty alleviation as the object, this paper studies the risk prevention effect of poverty alleviation participation. Using China's A-share listed companies participating in poverty alleviation from 2016 to 2019 as the research samples, this paper finds that: (1) the stronger the enterprise's targeted poverty alleviation efforts were made, the lower the systematic risk the enterprise will take, that is, the targeted poverty alleviation plays a significant role in preventing systematic risks; (2) the prevention effect of targeted poverty alleviation on systematic risks is more obvious in non-state-owned enterprises and enterprises with high environmental uncertainty; (3) different targeted poverty alleviation methods have different prevention effects on enterprise system risks — compared with education poverty alleviation, targeted industrial poverty alleviation has a more significant prevention effect on systemic risks. Through researching on targeted poverty alleviation, which is a social responsibility fulfillment behavior with Chinese characteristics, The research results of this paper provide new empirical evidence for promoting the scientific participation of enterprises in the cause of national poverty alleviation and effectively preventing systematic risks.

    Comparison and Evaluation of Policy Effects of Promoting "the Belt and Road" Initiative in Five Provinces and Regions in Northwest China

    The five northwestern provinces and regions of Xinjiang, Shanxi, Gansu, Ningxia and Qinghai are at the forefront of the Silk Road Economic Belt construction. In order to seize the great opportunities of "the Belt and Road" initiative and promote local economic development, local governments have actively responded to “the Belt and Road” Initiative and formulated relevant policy systems to promote "the Belt and Road" Initiative. Taking related policies issued by the five northwest provinces and regions to promote "the Belt and Road" construction as the research object, this paper evaluates the effect of policy coordination, facilities connectivity, unimpeded trade, financial integration and people-to-people bonds of these five provinces and regions by employing the panel model. Therefore, these five provinces and regions should plan policy system according to local conditions respectively, expand platforms for cooperation with countries along "the Belt and Road" and improve the business environment to better integrate into "the Belt and Road" Initiative.
