    DUAN Xiufang, XU Chuanang
    2022, (1):  5-17.  doi: 10.16716/j.cnki.65-1030/f.2022.01.001

This paper uses PVAR, coupling coordination and Moran index model to conduct an empirical study on the dynamic coupling coordination between digital transformation and high-quality development of manufacturing industry in China during 2015-2019. The results show that the overall development level of the two systems in China shows a fluctuating upward trend, however, the differences among the eastern, central and western regions are obvious. In terms of interaction, digital transformation of manufacturing industry plays a more significant role in promoting high-quality development. The overall coupling coordination degree of the two systems in China shows a steady increase trend, decreasing gradually from the east to the west. In the coupling coordination of spatial correlation relations, the eastern region is characterized by "high-high" aggregation, the central region is not significant, and the western region is characterized by "low-low" aggregation. Therefore, it is of necessity to give further play to the driving role of the eastern region to the central and western regions, and improve the coupling coordination degree of the two systems according to local conditions

A Study of Spatial Spillover Effect of Communication Infrastructure on Economic Growth
    CHEN Zhiguo, BAI Fengjiao
    2022, (1):  18-27.  doi: 10.16716/j.cnki.65-1030/f.2022.01.002
    Abstract ( )   HTML ( )   PDF (917KB) ( )   Save

Based on the cross-provincial panel data, this paper constructs a dynamic spatial panel Dobbin model, makes an empirical analysis on the spatial spillover effect of telephone and Internet communication infrastructure on economic growth, deeply estimates the direct effect and spatial spillover effect of communication infrastructure on economic growth by using the spatial partial differential method, and analyzes the regional heterogeneity. The empirical results show that telephone penetration and Internet penetration have no significant positive direct effect. The former has no significant positive spatial spillover effect, while the latter has significant negative spatial spillover effect. The interaction terms of the two show significant positive direct effect and spatial spillover effect in the long-term and short-term, and the long-term performance is better than that in the short-term. The total effect of the two periods mainly comes from the spatial spillover effect. In addition, the interaction term of the eastern region has a significant negative spatial spillover effect, while the interaction term of the central and western regions has a positive spatial spillover effect. Therefore, it is of necessity to establish a dynamic coupling and coordination mechanism between telephone and Internet communication infrastructure, improve regional linkage and integration, and give full play to its promoting effect on regional economic growth.

Research on the Dynamic Relationship between Coal Consumption, Urbanization and Industrial Structure in Midwest China
    WANG Bofeng, WANG HuiWen
    2022, (1):  28-36.  doi: 10.16716/j.cnki.65-1030/f.2022.01.003
    Abstract ( )   HTML ( )   PDF (2661KB) ( )   Save

Based on the panel data of coal consumption, urbanization, advanced industrial structure and rationalization of industrial structure in 17 provinces in the central and western regions in China from 2000 to 2019, this paper constructs a PVAR model to analyze the interactive influence relationship among the four. The results show that urbanization is the Granger cause of coal consumption, and coal consumption firstly has a positive effect on urbanization and then has a negative effect on it in the short term; coal consumption is the Granger cause of advancement of industrial structure. And the coal consumption has more lastingly negative effect on the advancement of industrial structure. The advancement of industrial structure is the Granger cause of urbanization and the rationalization of the industrial structure. It has a long-term negative effect on urbanization and negative effect on rationalization of the industrial structure. Therefore, China should promote the development of high-quality urbanization, adjust the industrial structure and form a virtuous circle to control coal consumption.

Social Assistance Audit: A Basic Theoretical Framework
ZHENG Shiqiao, LI Yao, ZOU Yanhong
    2022, (1):  37-48.  doi: 10.16716/j.cnki.65-1030/f.2022.01.004
    Abstract ( )   HTML ( )   PDF (1399KB) ( )   Save

Social assistance audit is an important part of the social assistance system. Based on the classical audit theory, this paper theoretically explains eight basic issues of social assistance audit, and puts forward a basic theoretical framework of social assistance audit. The basic issues of social assistance audit include social assistance audit demand, social assistance audit essence, social assistance auditee, social assistance audit entity, social assistance audit content, social assistance audit goal, social assistance audit method, social assistance audit result and its application. The paper also puts forward the basic theoretical framework of social assistance audit. To construct social assistance audit system scientifically, it is of great necessity to correctly understand the basic problems of social assistance audit theoretically.

The Optimization and Realization of Equalization of Basic Public Services from the Perspective of High-Quality Development
    MA Haitao, WEN Yuchen
    2022, (1):  49-60.  doi: 10.16716/j.cnki.65-1030/f.2022.01.005

China's economy has moved from a stage of high-speed growth to a stage of high-quality development. In this process, equalization of basic public services is closely related to high-quality development, and it is bound to play a supporting role. By using qualitative and quantitative methods, and through empirical calculation of provincial data from 2007 to 2019 in China, this paper finds out that the overall level of basic public services has been improved thanks to years of attention and efforts of government. However, the differences persist, and are reflected in different regions and in some basic public service projects. This paper further analyzes the contradiction between the differentiation phenomenon and the concept of high quality development. Some important ways to optimize the equalization of basic public services in China are put forward to boost high-quality development.

A Review of Domestic Research on Engagement —An Visual Analysis Based on CSSCI Journals
    WU Xiangfan, SUN Haiyang
    2022, (1):  61-70.  doi: 10.16716/j.cnki.65-1030/f.2022.01.006
    Abstract ( )   HTML ( )   PDF (2388KB) ( )   Save

With the normalization of overtime work, engagement has been widely concerned in China, and researchers have produced fruitful results. Based on the Chinese Social Science Index (CSSCI) literature index, this paper uses CiteSpace to map journal co-citations, keyword co-occurrence, keyword clustering, and so on, and makes a visual analysis of engagement. The results show that domestic research on engagement is in a period of rapid development, however, there is still a certain gap compared with foreign research; focusing on how to improve engagement, scholars find that it can be improved by creating a good organizational environment and adopting leadership style suitable for employees' personal characteristics. In the future, it is of necessity to further expand the research field and research perspective and employ the new theoretical framework to study the differential impacts of different factors on engagement so as to expand the depth and breadth of research on engagement.

A Study of Performance of China's OFDI in Countries along the Belt and Road
    YANG Lihua, TAN Minwei
    2022, (1):  71-80.  doi: 10.16716/j.cnki.65-1030/f.2022.01.007
    Abstract ( )   HTML ( )   PDF (866KB) ( )   Save

Based on the behavior characteristics of China's OFDI in countries along the Belt and Road, this paper introduces non-performing investment indicators to evaluate the performance of China's OFDI. The results show that China's OFDI is highly concentrated in location distribution and industry selection, leading to non-performing investment presenting "double high"characteristics. That is, more than 70% of non-performing investment is highly concentrated in Central Asia-West Asia and the new Eurasian land bridge area, and more than 80% of non-performing investment is concentrated in environmentally sensitive industries such as metals, transportation and energy. In the future, it is of necessity to promote the transformation and upgrading of China's OFDI at the industrial level, implement diversified location selection strategy, optimize the industrial layout of investment, and strengthen the awareness of environmental protection and responsibility of enterprises in OFDI.
