    On the Dynamic Transformation Direction and Formation Path of China's Regional High Quality Development in the New Era

    High-quality development has become the fundamental orientation of China's economic development. As an important part of the economic system, the high-quality development of regional economy requires to enhance the balance, accuracy, integration, replication and professionalism of the development impetus. Among them, from external demand to both internal and external demand, from all regions to the strengths of different regions, from the development speed of local competition to the economies of scale of regional coordination, from the lead of individual regions to the comprehensive demonstration of individual regions, and from comprehensive regional strategy to specialized regional policy is the main direction of dynamic transformation. The supporting paths to achieve the above transformation are to cultivate world-class competitive industrial clusters, refine the planning of the main functional areas, build shared regional interest relations, build replicable regional development paths, and improve regional management systems.

    On Measurement and Countermeasures of High Quality Economic Development in Ethnic Minority Areas—A Case Study of Xinjiang

    The 19th National Congress of the Communist Party pointed out that China's economy has shifted from high-speed growth to high-quality development. Judging from the degree of development of various regions, the economic development of most minority areas has been relatively lagging and slow. The same is true of Xinjiang, one of the areas where ethnic minorities live in concentrated areas. The paper samples 15 prefectures (cities) in Xinjiang from 2000 to 2017 and uses the Soro residual method to calculate the contribution rate of total factor productivity, capital and labor input to economic growth. The study found that Xinjiang is currently in the stage of economies of scale. But the growth mode is capital-intensive and the role of technological progress in the process of economic growth is gradually weakened. Among them, the southern Xinjiang, where ethnic minorities are highly concentrated, is in a phase of constant returns to scale. So the characteristics of extensive economic growth there are more obvious than those in northern Xinjiang. Besides, it was found that after the second Central Xinjiang Work Forum (2014) was held, the structure of various input factors in Xinjiang was gradually optimized. That makes the effect of supply-side structural reforms begin to appear, which was gradually shifting from scale-type extensive growth to quality-efficiency intensive growth. Finally, this paper proposes policy recommendations for optimizing the high-quality development path of Xinjiang and provides a reference for other minority region in China from four main aspects, including promoting technological progress in ethnic minority areas, improving the mechanism for talent introduction and training, allocating rational resources for input, deepening reform and opening up both internal and external.

    Effect Evaluation and Suggestions of Fiscal and Tax Support Policies for Small and Micro Credit

    The finance and tax authorities have issued a series of preferential support policies aimed at encouraging financial institutions to increase the credit supply of small and micro businesses. This paper takes 84 banking institutions in Heilongjiang province as samples to evaluate the effect of fiscal and tax support policies for small and micro credit qualitatively and quantitatively. The results show that the fiscal and tax support policies of small and micro credit have defects in top-level design and specific preferential standards, resulting in limited incentive effect on banking institutions and low influence weight on the decision-making of banking institutions. Therefore, it is necessary to further clarify the support focus and direction of fiscal and tax policies for small and micro credit and adjust the support methods, so as to enhance the systematization, simplicity and convenience of the policies. At the same time, it is necessary to perfect and adjust the specific standards of fiscal and tax support policies for small and micro credit from three perspectives of small and micro credit.

    A Comparative Study of High-tech Equipment Manufacturing Products' Export Sophistication and Its Determinants—Based on An Comparative Analysis of Emerging and Developed Economies

    This paper focuses on the comparative study on high-tech equipment manufacturing prodcuts' export sophistication and its determinants. The international competition situation shows that the developed economies' high-tech equipment manufacturing products keep the high export sophistication, the emerging economics lag behind the developed economies. The competition situation is different among the different industries, the gap between the two economics of intelligent manufacturing equipment manufacture is the greatest. The empirical analysis results show that capital per worker, trade openness and government effectiveness promote the developed economies' high-tech equipment manufacturing products' export sophistication while natural resources rent, R&D and trade openness show the positive influence to the emerging economics'. The factors show different influence on account of the intensity factor of industries. China and the major emerging economies should envisage the difference and causes, learn from developed economies to enhance the competitive advantage of high-tech equipment manufacture by developing the key industries, inputting the basic resources, expanding the R&D according to the level of human capital and consolidating the partnership.

    At present, population aging in the Yangtze River Delta is prominent, which brings great challenge to the traditional social pension security system. Housing reverse mortgage endowment insurance, as a new type of commercial pension insurance under the mode of "combination of medicare and pension", can broaden the financial financing channels for pension and relieve the pressure of social pension.Based on the questionnaire survey on the demand of housing reverse mortgage endowment insurance in the aging population of Yangtze River Delta region, and the data analysis by logistc regression model and cross-list analysis method, the paper proposes that housing reverse mortgage endowment insurance should be promoted by the government.

    Investment Facilitation in Countries Along the"Belt and Road": Levels, Challenges and Countermeasures —An Measure Analysis Based on Entropy Method

    Countries along the "Belt and Road" have huge market demand and development potential, and improving their investment facilitation level is of great significance for China to expand the scale and quality of direct investment to countries along the route. Based on the characteristics of countries along the route, 4 primary indicators of infrastructure, institutional environment, financial market, labor market and 20 secondary indicators are selected to construct a set of investment facilitation level measurement system, using entropy method to measure the investment facilitation level of countries along the "Belt and Road" from 2014 to 2018, the results show that there is a big difference in the investment facilitation level of countries along the route but the overall trend is increasing year by year, and the regional imbalance is prominent, and the investment facilitation level is positively correlated with economic development. On this basis, combined with the current challenges faced by China in direct investment in countries along the route, it is suggested that China and the countries along the route should strengthen cooperation, jointly promote infrastructure construction, maintain a transparent and efficient institutional environment, deepen bilateral financial cooperation, and actively develop domestic labor market.

    On Agricultural Products Trade Between China and Kazakhstan—Based on An Ternary Margins Analysis

    Both China and Kazakhstan are large agricultural countries. It is of great significance to analyze the growth path of agricultural trade between China and Kazakhstan to expand export scale and deepen agricultural cooperation. Based on CEPII Database 2008-2017 Trade data of agricultural products between China and Kazakhstan, this paper measures the contribution of expansion margin, price margin and quantity margin to the growth of bilateral agricultural exports. The results show that the expansion margin of China's agricultural exports to Kazakhstan remains at a high level, the price margin keeps increasing, and the quantity margin shows the trend of "increasing and decreasing alternately". The expansion margin of Kazakhstan's export of agricultural products to China has increased significantly, and the price margin and quantity margin show the trend of "W" and "inverted V" respectively. Its export growth is mainly due to the expansion of categories. Therefore, China and Kazakhstan should actively expand the types and quantity of agricultural products exported, accelerate the pace of "going global" in Chinese agriculture and promote high-quality development of bilateral agricultural trade.
