    The Main Problems to be Solved in the Western Development in the New Era

    In the new era, promoting western development to form a new pattern is an important measure to achieve high-quality development and modernization in the western region. At present, the western region should do better to form a new spatial pattern and enter a new stage of development through promoting the construction of central cities and urban agglomerations, providing the necessary foreign trade environment and financial support for local economic entities, forming characteristic industries and the digital economy industry, alleviating the contradiction between water resources and the distortion of energy supply and demand structure, striving to improve the living conditions of residents and solve the problem of deep poverty under the premise of maintaining frontier stability and national security as well as under the guidance of the green development of ecological civilization.

    On Innovation and Development of Inclusive Finance in China's Poor Counties —Take Lankao County in Henan Province As an Example

    Inclusive Finance helps to improve the access, utilization and satisfaction of regional financial services, so as to alleviate poverty and promote economy. Lankao County of Henan Province, as the first experimental zone of inclusive financial reform in China, has innovatively developed echelon service system, inclusive credit system, credit growth system and segmented risk control system based on county digital platform, which has good demonstration value for other poor counties in China. At the same time, suggestions are put forward from the aspects of government policy, financial supply, beneficiary body, digital innovation and learning from financial innovation experience of counties outside the province, so as to further optimize the development path of Lankao model, and hope that Lankao can provide reference and replicable samples for the high-quality development of inclusive finance in China.

    On Tourism Benefits,Influence Perception and Behavioral Intention of Destination Residents —A Case Study of Hotan Area in Xinjiang

    For the destination residents in poor areas, taking part in poverty alleviation actively through tourism is a powerful measure to implement the national targeted poverty alleviation strategy, realize poverty alleviation through industry and enrich the people through industry. In this study, residents in Hotan area of Xinjiang are taken as the research object. The Structural Equation Model (SEM) is applied to study the interaction mechanism between tourism benefits, influence perception and behavioral intention of community residents. The results show that tourism benefits have a significant impact on the tourism positive perception of destination residents, but not a significant effect on the perception of negative impact. Tourism benefits have a significant positive impact on the intention to participate in tourism poverty alleviation, and the direct impact effect is 74.4%. Perception of tourism's positive influence significantly affects tourism's intention to participate in poverty alleviation, and the indirect mediating effect on tourism benefits affects tourism's intention to participate in poverty alleviation is 25.6%. Perception of negative impact of tourism has a significant negative effect on participation intention of tourism poverty alleviation, but has no significant mediating effect. In poor areas, tourism development plans should be formulated in a scientific way to combine tourism development with local residents' benefits, enhance residents' perception of positive impact of tourism by enhancing their sense of gain, and then actively participate in tourism poverty alleviation to achieve poverty alleviation and wealth.

    Community management to community governance is the inevitable trend to realize the efficient operation of the community. This trend requires the realization of the management philosophy from "management" to "service". In practice, there have been representative Models of Shanghai, Lugu, Shenyang, Jianghan, Hechi and Shangcheng, all of which have made useful explorations in the innovation of community governance. Based on the theory of management function and the characteristics and differences of six community governance models, this paper analyzes the factors restricting the innovation and development of the community governance model and puts forward some suggestions. To realize the modernization of community governance requires constant exploration. The key factors to be considered are to build an efficient organizational system, improve the ability of governance subjects and strengthen the support for public welfare. Attracting the active participation of the public cannot be ignored. By means of "community governance and residents' participation", we should weaken the control degree of administrative power, stimulate the desire of community residents to speak out, improve the echo quality of management subjects, and promote the innovative development of community governance model.

    As the blockchain has such technical features that information cannot be tampered, is traceable, safe and reliable,sharing equal rights, etc, the application of blockchain technology to all types of scenarios of agricultural product supply chain can realize the whole process information sharing, openness and transparency of agricultural product supply chain, effectively solve the problems of traditional agricultural product supply chain, greatly improve the efficiency of agricultural product supply, and promote the transmission. Based on the analysis of the prospect of "blockchain technology + agricultural product supply chain", this paper explains the integration mode, implementation conditions and deepening ways of "blockchain technology + agricultural product supply chain", promotes the deep integration of blockchain technology and agricultural product supply chain, and promotes the optimization of traditional agricultural product supply chain.

    On Impact of Geopolitical Risk in Countries along the"Belt and Road" on the Survival Duration of China's Export Relationships

    This paper employs the text-based GPR index to reveal the characteristics of geopolitical risks in representative countries along the "Belt and Road", and then uses the survival analysis method to analyze the survival duration of export relationships between China and representative countries over the period of 1996-2018. Based on the above analysis, we empirically test the impact of geopolitical risk on the survival duration of China's export relationships. The geopolitical risk of the "Belt and Road" is relatively high, and higher than the global level in the majority years of the sample period; The duration of export relationships between China and representative countries are relatively short, and their mean and median are less than half of the sample period. Besides, the survival probability of China's export relationships with countries along the "Belt and Road" is relatively low at the early stage, and exhibits significant negative time dependence and threshold characteristics; Geopolitical risks significantly reduced the survival duration of China's export relationships. Based on the above results, this paper argues that, the risk prevention and control mechanism should be strengthened, and the geopolitical risk in the B&R should be resolved through diversified and multi-faceted governance, and thus promote the sustained and healthy development of China's export relationships.

    Time-and-space Analysis of the Level of Trade and Investment Facilitation in Countries along the Silk Road Economic Belt

    Trade and investment facilitation is a priority area for the construction of the Silk Road Economic Belt, and it is also a hot issue in the field of global trade and economic affairs. This paper constructs a set of trade and investment facilitation index system to measure the level of facilitation by using the principal component analysis method, reveals the space-time characteristics of trade and investment facilitation of 32 countries along the Silk Road Economic Belt. In time, 2009—2018, the level of trade and investment facilitation in countries along the route has been improved to varying degrees. In space, it shows the spatial features of "Europe is the highest, West Asia is higher, East Asia, Central Asia and Africa are lower, and South Asia is the lowest''. At the same time, it finds that factors such as the facilitation foundation, domestic and foreign political environment, economic development level and foreign policy of countries along the belt and Road are the important reasons for the temporal and spatial differences in facilitation levels among countries. Therefore, when carrying out economic and trade cooperation, countries along the Silk Road Economic Belt should take into account regional differences, accelerate the construction of free trade zones, promote the improvement of infrastructure and business environment, strengthen policy communication, enhance political mutual trust, and provide security guarantee for bilateral and multilateral economic and trade cooperation.
