    Fu Xiaodong, Wang Qian
    2019, (3):  5-14.  doi: 10.16716/j.cnki.65-1030/f.2019.03.001

The regional hub cities refer to those with functions of guiding, radiating, and distributing in their geographical areas. These hub cities play an important role in promoting the development of regions or urban agglomerations and the transformation of new and old kinetic energy. In recent years, the development and construction of regional central cities have attracted much attention from local governments to scholars. This paper, through sorting out the theories, constructed a basic model and evaluation system for future regional hub cities. Taking 8 cities in the area as examples, the use of the evaluation model of generalized gray area correlation and the analytic hierarchy process was ranked in the weighted comprehensive evaluation in the time dimension from 2011 to 2016. The breakpoint model was used to calculate the radiation distances of neighboring cities to Zunyi, Yibin and Luzhou in southern Sichuan, and to analyze and estimate the influence and control of each city. A relatively complete system for evaluating and understanding regional hub cities has been formed.

In recent years, with the roll of exports and investment in boosting the economy having weakened, the contribution of consumption to economic growth has aroused widespread concern. This paper analyzes the relationship between consumption upgrading and economic growth by using data from 30 provinces in China from 2000 to 2017 in light of the current era. The results show that consumption upgrading can significantly promote economic growth, and there are urban-rural differences. The path of consumption upgrading to economic growth is mainly the change of industrial structure and investment structure. Although there are some differences in regression results when different indexes are used to measure, it does not affect the overall analysis conclusion. Therefore, a series of policy recommendations are proposed for future, including raising the income level of residents, narrowing the income gap, improving the social security system, and improving the investment structure, realizing the optimization and upgrading of the industrial structure, realizing consumption upgrading to better promote economic growth.

The Hot Spots and Prospects of China's Land Finance Research: Knowledge Map Analysis Based on CiteSpace
Liu Yuping, Qiu Zhimin, Guo Junjun
    2019, (3):  28-37.  doi: 10.16716/j.cnki.65-1030/f.2019.03.003
    Abstract ( )   PDF (3274KB) ( )   Save
Based on the 541 papers related to land finance in the CSSCI journal of CNKI database, the software CiteSpace is employed to draw the knowledge maps of research volume, keywords, and emergent words, statistical analysis and visual analysis of the publishing status, research perspectives, hot topics, and academic frontiers of China's land finance research arena. The results show that the volume of papers published in China's land finance study has fluctuate greatly. At present, no core researcher groups have been formed. The existing literature has mainly studied land finance related issues from three perspectives: cause, performance, and consequences. The main research contents of land finance include three aspects: local finance, local government income sources, and the macro background of land finance, and the evolution of research content has a phased nature. At different stages, the land finance research involves different frontier issues such as local finance, land, property taxes, and regional differences. The research can be expanded from two aspects: First, to deepen the research on land finance related issues from the perspective of regional differences, and second, to carry out research on issues related to land and fiscal reform in a timely manner for the purpose of decision-making reference.

    Guan Chao
    2019, (3):  38-49.  doi: 10.16716/j.cnki.65-1030/f.2019.03.004

It is one of the major development problems that China is facing at present to maintain the sustainable development of industrial economy and green development at the same time. To this end, this paper attempts to provide a realistic economic explanation for "environmental regulation - industrial economic development". The study found that environmental regulation is an important factor affecting the development of industrial economy. The lower and higher environmental regulation intensity is not conducive to the development of industrial economy, and the appropriate environmental regulation intensity can form a "reverse effect" to enhance the industrial economy; local government The performance appraisal pressure does not necessarily detract from the effectiveness of environmental regulation. Moderate local government officials' promotion pressure can stimulate environmental regulation potential and promote industrial economic development. When local government fiscal revenues and expenditures are basically balanced, the environmental regulation policies implemented will be close to the most Excellent "level" to promote industrial economic development; suitable fiscal decentralization is conducive to the government to free limited energy from "how to generate income", which is conducive to environmental regulation approaching "optimal" level.

On Coordinated Development of Traditional Automobile Industry and New Energy Vehicle Industry in Henan Province from the Perspective of Modularization
Su Dongpo, Liu Tianen, Cao Yang
    2019, (3):  50-61.  doi: 10.16716/j.cnki.65-1030/f.2019.03.005
    Abstract ( )   PDF (1577KB) ( )   Save
Under the dual task of upgrading of traditional industries and development of strategic emerging industries, it is of great practical significance to explore the mode and path of coordinated development of the two industries. A feasible path was provided for industrial integration development by the study on the development mode of traditional automobile industry and new energy vehicle industry in Henan Province. The research holds that it stems from the modular production and organization of automobile industry for the driving force of the integration development between traditional automobile industry and new energy vehicle industry in Henan Province. Modularization promotes rebuilding the role of traditional automobile industry and resource integration for new energy vehicle industry by the mechanisms consist of integration of innovations, establishment of economic organization, embedding in production networks and collaboration in value networks.

Efficiency and Potential of China's Export Trade to African Countries: An Empirical Study Based on Stochastic Frontier Gravitation Model
    Shi Hongyuan, Liu Su
    2019, (3):  62-71.  doi: 10.16716/j.cnki.65-1030/f.2019.03.006
    Abstract ( )   PDF (1010KB) ( )   Save
In recent years, China's export trade to Africa has made rapid progress. By 2017, China had become Africa's largest importer for six consecutive years. Both countries have great trade potentialities. This paper chooses the trade data of 27 representative countries in Africa from 2001 to 2017 and uses stochastic frontier gravity model to study the trade efficiency and trade potential of China's exports to Africa. The results display that the trade efficiency of 27 African countries has a slow upward trend, but the overall efficiency is low and China's export trade potential to Africa has considerable room to improve. According to the factors which affect trade efficiency between China and 27 African countries, the population of importing countries and the per capita GDP of exporting countries can promote trade, but the per capita income gap and financial crisis are the factors will hinder trade. In the future, through setting about China-Africa institutional cooperation, infrastructure assistance to Africa, China-Africa trade investment environment and brand quality, China will improve trade efficiency and release trade potential further.

China and Pakistan's industrial Trade Path under the Background of "The Belt and Road Initiative":Based on RTA and OBC Coefficient Analysis
    Jing Li, Qiang Zheng
    2019, (3):  72-80.  doi: 10.16716/j.cnki.65-1030/f.2019.03.007
    Abstract ( )   PDF (1504KB) ( )   Save
By analyzing the status quo of Pakistan's domestic industry development, combined with Pakistan's Relative Trade Advantage Index (RTA) and China-Pakistan bilateral trade comprehensive complementarity (OBC) coefficient, the paper analyzes the industrial and trade cooperation between China and Pakistan. It is found that Pakistan's industrial manufactured goods and commercial services trade have relative trade advantages, showing strong complementarity with China. It also shows weak complementarity in agricultural export and weak competition in terms of agriculture and mineral products with China. Therefore, China should maintain cooperation and cooperation with the Palestinian side in agriculture, actively seek bilateral trade relations in terms of industrial upgrading, expanding aid to Pakistan's infrastructure construction, strengthen energy cooperation. At the same time, it is of great necessity to strengthen political mutual trust, open more ports and strengthen the border free trade zones along Xinjiang, in order to further development of the industry and trade cooperation of the two countires.
