Abstract: This paper,employing public service index related education system and evaluation scheme of fourteen regions of Xinjiang,from the educational opportunities,process and result fairness three aspects,investigated the status quo and the dynamic change of Xinjiang basic public educational services. And the results show that,non-balanced education is still grim in each prefecture of Xinjiang.Therefore,when designing balanced development education strategy in Xinjiang, we should fully consider the financial factors,optimizing fiscal investment policy,implement and promote the classification

摘要： 本文运用新疆14个地州的相关教育公共服务指标体系和评价方案,从教育的机会、过程以及结果公平三个方面对新疆基本公共教育服务的现状和动态变化进行考察。结果表明,新疆各地州内部教育非均衡发展的现状依然严峻。因此,未来在制定新疆教育均衡发展的策略时,应充分考虑相关的财政因素,优化财政投入政策,并分类实施和推进。
