Abstract: With the implementation of the Belt and Road Initiative, China, Mongolia, Kazakhstan and Russia have formed a subregional economic circle around the Altai Mountains because of their special geographical location. As an important economic hub leading to Central Asia, economic and trade exchanges have become more frequent and the types of trade have diversified. Intellectual property issues have become important trade barriers. In view of the current economic and trade development of China, Mongolia, Kazakhstan and Russia, it has been found that intellectual property rights awareness is weak and cultural differences are large. Finally, we put forward concrete proposals such as building regional intellectual property integration between China, Kazakhstan and Russia, and establishing a four-country intellectual property information base and early warning service platform.

摘要： 随着“一带一路”倡议的实施,中国、蒙古、哈萨克斯坦、俄罗斯以其地理位置的特殊性形成了环阿尔泰山次区域经济圈。作为通往中亚的重要经济枢纽,四国经贸往来日渐频繁,贸易种类多样化,知识产权问题成为重要的贸易壁垒。本文分析表明目前中、蒙、哈、俄四国经贸合作中,各国知识产权法律制度差异、文化多样性、知识产权意识淡薄等问题阻碍四国经贸合作进一步的发展。本文通过借鉴已有知识产权区域合作组织的经验,提出应建立中蒙哈俄四国区域知识产权合作机制,建立四国知识产权信息库和预警服务平台等具体建议。
