民族地区农村电商物流金融PPP模式发展及其方向选择——基于贵州大方天麻样本分析

摘要： 电商物流作为物流提质增效新业态,是我国农业乡村产业兴旺的新动能。基于PPP模式在我国民族地区农村的应用不足,针对民族地区农村电商物流金融供给短缺,结合电商、物流、金融三个维度,本文选取具有国家地理标志保护的贵州民族地区大方天麻为样本,分析大方天麻电商物流金融PPP模式发展的制约因素,借鉴发达国家农产品电商物流金融PPP模式经验,论证民族地区农村电商物流金融PPP模式发展的现实选择,提出建立激励相容机制、创新融资机制和完善服务体系方略,促进PPP模式更多投入并解决我国民族地区电商物流金融供给短缺问题,以推进民族地区全面实施乡村振兴战略和经济高质量发展。

Abstract: E-commerce logistics, as a new form of logistics to improve quality and increase efficiency, is a new momentum for the prosperity of China’s agricultural and rural industries. Based on the insufficient application of PPP mode in rural areas of ethnic areas in China, aiming at the shortage of e-commerce logistics finance supply in rural areas of ethnic areas, this paper selects Dafang gastrodia, a kind of Chinese herbal medicine with national geographical indication protection in Guizhou ethnic area, as a sample, analyzes the restrictive factors of the development of Dafang gastrodia e-commerce logistics finance PPP mode, and draws lessons from the experience of developed countries in agricultural e-commerce logistics finance PPP mode. This paper demonstrates the realistic choice for the development of rural e-commerce logistics finance PPP mode in ethnic minority areas, and puts forward the strategies of establishing incentive compatibility mechanism, innovating financing mechanism and improving service system, so as to promote more investment in PPP mode and solve the shortage of e-commerce logistics finance supply in ethnic minority areas, so as to promote the full implementation of rural revitalization strategy and high-quality economic development in ethnic minority areas.
