This paper uses PVAR, coupling coordination and Moran index model to conduct an empirical study on the dynamic coupling coordination between digital transformation and high-quality development of manufacturing industry in China during 2015-2019. The results show that the overall development level of the two systems in China shows a fluctuating upward trend, however, the differences among the eastern, central and western regions are obvious. In terms of interaction, digital transformation of manufacturing industry plays a more significant role in promoting high-quality development. The overall coupling coordination degree of the two systems in China shows a steady increase trend, decreasing gradually from the east to the west. In the coupling coordination of spatial correlation relations, the eastern region is characterized by "high-high" aggregation, the central region is not significant, and the western region is characterized by "low-low" aggregation. Therefore, it is of necessity to give further play to the driving role of the eastern region to the central and western regions, and improve the coupling coordination degree of the two systems according to local conditions

The quality of destination service has an important influence on tourists'willingness to return to travel, and it is imperative to improve the quality of destination service. This research would take Xinjiang inbound tourists as the object of investigation, the image of the destination as the intermediary variable, the tourist satisfaction as the adjustment variable in order to empirically examine the influence mechanism of the quality of service and image perception on the tourists'willingness to re-visit. It is found that the dimension of destination service quality has a differentiated effect on destination image and re-travel intention, the destination image has multiple intermediary effects between service quality and re-travel intention, and satisfaction has a significant regulating impact on the influence of emotional image on tourists're-travel intention. It is obvious that the direct influence and transmission mechanism of tourist destination service quality on tourists'willingness to revisit combined with boundary condition may provide decision-making reference for the high-quality development of inbound tourism.

    Niu Jun, Lu Yuze
    Finance & Economics of Xinjiang    2021, 0 (3): 71-80.   DOI: 10.16716/j.cnki.65-1030/f.2021.03.007
    Abstract601)      PDF(pc) (1291KB)(404)       Save
The Belt and Road Initiative plays a strategic role in the foreign trade of China and the countries along the routes, and is an important measure for China to further expand its opening to the outside world. This paper selects trade data of 56 countries along the Belt and Road from 2000 to 2018, using the expansion of the gravity of stochastic frontier model from two aspects: import and export trade to analyze the influence of of institutional differences on trade relations to China and countries along the Belt and Road. The results show that there is an inverted U-shaped relationship between the total index of institutional differences and China's import and export trade. It shows that the institutional differences within the rationalization scope have a promoting effect on the export trade, and more than the rationalization level will restrain the growth of the export trade and the expansion of the import trade market. In addition, by constructing the sub-index model of institutional differences and comparing it with the total index of institutional difference, it is concluded that the total index of institutional difference and the sub-index of institutional difference have significant differences in the impact on the volume of import and export trade. Therefore, it is suggested to improve the import trade system standard, enhance the external publicity, and ensure the stability of the economic environment.

Kazakhstan has a vast territory and abundant agricultural resources, however, the distribution among the states is extremely uneven. This paper analyzes the interstate distribution of agricultural resources in Kazakhstan, and uses the DEA model to calculate the production efficiency of agricultural resource inputs in Kazakhstan's states (cities) from 2014 to 2018. The following conclusions are obtained: The uneven distribution of agricultural resources in Kazakhstan has formed distinctly different production areas and non-main production areas; the comprehensive production efficiency of agricultural resources in Kazakhstan experienced a trend of first increasing and then decreasing; From the perspective of the production efficiency of agricultural production input elements in non-DEA effective states, the use of sunlight is the highest. In addition, other resource inputs need to be adjusted at a higher proportion; the average annual growth of agricultural total factor productivity was 8.3%, mainly due to technological progress. Kazakhstan needs to strengthen agricultural technology cooperation with China.

China's economy has moved from a stage of high-speed growth to a stage of high-quality development. In this process, equalization of basic public services is closely related to high-quality development, and it is bound to play a supporting role. By using qualitative and quantitative methods, and through empirical calculation of provincial data from 2007 to 2019 in China, this paper finds out that the overall level of basic public services has been improved thanks to years of attention and efforts of government. However, the differences persist, and are reflected in different regions and in some basic public service projects. This paper further analyzes the contradiction between the differentiation phenomenon and the concept of high quality development. Some important ways to optimize the equalization of basic public services in China are put forward to boost high-quality development.

Based on the panel data of coal consumption, urbanization, advanced industrial structure and rationalization of industrial structure in 17 provinces in the central and western regions in China from 2000 to 2019, this paper constructs a PVAR model to analyze the interactive influence relationship among the four. The results show that urbanization is the Granger cause of coal consumption, and coal consumption firstly has a positive effect on urbanization and then has a negative effect on it in the short term; coal consumption is the Granger cause of advancement of industrial structure. And the coal consumption has more lastingly negative effect on the advancement of industrial structure. The advancement of industrial structure is the Granger cause of urbanization and the rationalization of the industrial structure. It has a long-term negative effect on urbanization and negative effect on rationalization of the industrial structure. Therefore, China should promote the development of high-quality urbanization, adjust the industrial structure and form a virtuous circle to control coal consumption.

Since the report of the 19th National Congress of the Communist Party of China proposed the construction of a digital China, China's digital economy has developed rapidly and gradually become an important support for achieving the digital development of China's foreign trade. The report of the 20th National Congress of the Communist Party of China further proposes to "accelerate the development of the digital economy" and "promote digital trade to accelerate China's transformation into a trader of quality". In this context, it is of great practical significance to study how the digital economy supports the digital transformation of Xinjiang's foreign trade. From the perspective of mechanism, the digital economy promotes the digital development of Xinjiang's foreign trade through three aspects: promoting digital industrialization and industrial digitization, bringing digital elements for improving quality and efficiency, and improving the innovation ability of enterprises. At present, Xinjiang's digital trade service platform has been initially established, and the digital transformation of foreign trade has a preliminary industrial foundation. However, restricted by such factors as small scale of digital economy, low proportion of digital economy, low integration of digital industry and traditional industry, insufficient use of digital elements, and insufficient digital technology innovation capability, Xinjiang's foreign trade digital transformation is faced with such problems as low driving force of digital economy. Therefore, this paper proposes paths such as improving digital infrastructure, cultivating and guiding digital industries, improving the level of industry digitization, building a digital factor market, enhancing digital innovation capabilities and talent cultivation, and effectively promoting the digital development of Xinjiang's foreign trade.

A comprehensive assessment of the poverty reduction performance of region-based poverty policies is an objective requirement to consolidate the results of poverty alleviation in post-poverty era. This paper has collected the economic and social data of 832 poverty-stricken counties from 2013 to 2017 in China to analyze the impact of the place-based poverty policies on the economic growth of poor counties by DID. The empirical results show that the region-based poverty policies have a significant driving effect on economic growth of key poverty-stricken counties. The main source of the current economic increment is the increase in local savings income brought by the output of labor in poor counties, rather than local agricultural production or the upgrading of industrial structure. Therefore, it is of necessity to further promote the reform of the household registration system to ensure the channels income increase in export of labor service, utilize local resource endowments fully, promote the revitalization of industries with local characteristics, help endogenous rural development, and better play the poverty reduction role of region-oriented poverty alleviation policy.

Community management to community governance is the inevitable trend to realize the efficient operation of the community. This trend requires the realization of the management philosophy from "management" to "service". In practice, there have been representative Models of Shanghai, Lugu, Shenyang, Jianghan, Hechi and Shangcheng, all of which have made useful explorations in the innovation of community governance. Based on the theory of management function and the characteristics and differences of six community governance models, this paper analyzes the factors restricting the innovation and development of the community governance model and puts forward some suggestions. To realize the modernization of community governance requires constant exploration. The key factors to be considered are to build an efficient organizational system, improve the ability of governance subjects and strengthen the support for public welfare. Attracting the active participation of the public cannot be ignored. By means of "community governance and residents' participation", we should weaken the control degree of administrative power, stimulate the desire of community residents to speak out, improve the echo quality of management subjects, and promote the innovative development of community governance model.

This paper regards "the Belt and Road" Initiative as a quasi -natural experiment and uses the difference-in-difference model to study the impact of "the Belt and Road" Initiative on Chinese household consumption upgrading. The result illustrates that "the Belt and Road" Initiative has significantly boosted China's household consumption structure from survival to development and enjoyment. The above conclusion is still robust after changing the explanatory variables that measure consumption structure. Additionally, "the Belt and Road" Initiative is mainly driven by the increase in the proportion of consumption expenditure for medical care consumption, while the impact on consumption of transportation, communications, culture, education and entertainment is positive, but it is not significant during the sample period. Furthermore, "the Belt and Road" Initiative is mainly to promote the change of urban residents' consumption structure from survival to development and enjoyment, however, it has a greater effect on rural residents in reducing food consumption expenditure. All in all, this paper expands the research framework of "he Belt and Road" Initiative policy and the realization of domestic and international double circulation in the post-epidemic era, which may be a good reference for follow-up policy decision-making.
