A Comparative Study of Binary Financial Structure——Based on the Perspective of Farmers’Income Increase in Xinjiang Li Jigang, Pan Chao 2015, (2):  5-13.  Abstract ( )   PDF (1225KB) ( )   Save This paper,from the supply perspective of economic utility theory,demonstrates the difference of binary structure of rural financial development path of interaction of formal finance and informal finance first.And then,through the theoretical model analysis,it advances that the underdeveloped rural areas at the present stage the government should be appropriate to support and standardize the informal financial development,which will help improve the financial effectiveness of an entire region while the more developed regions. At the same time,the government of the more developed regions should encourage the development of formal finance,the creation of commercial finance competition pattern,and gradually promote market-oriented reform.What’s more,through the empirical analysis of the data of two areas (Yili,Akesu) from 1988 to 2012,the feasibility of the theoretical model is verified.Finally,the paper puts forward some policy suggestions of rural financial development. Under the new world background such as developing Silk Road Economic Belt, the situation in Ukraine,Russia joint into WTO,and so on affecting the Sino-Russian trade,based on the analysis of the status quo of Sino-Russian trade,Sino-Russian trade structure and comparative advantages of China’s exports in recent years,combining with factors influencing Sino-Russian trade, this paper proposes that China should optimize the structure of Russian exports, expand the imports of Russian energy and high-tech products,promote actively to realize free trade agreement between China and Russia,advocate Chinese enterprises to go out and fight for the initiative to develop bilateral trade rules and other measures to promote the development of Sino-Russian trade. A Study of Development of Agritainment and Surplus Rural Women Labor Transfer in Urumuqi——Take Farm-house Tourism as an Example Bai Xiang, Yang Hong 2015, (2):  44-48.  Abstract ( )   PDF (773KB) ( )   Save This paper,taking Fangjiazhuangzi Villiage in Urumqi County as an example,conducts a questionnaire survey to truly reflect the development of Farm-house Tourism and the transferring of surplus rural women labor in Urumqi.It is aimed to find the features during the surplus rural women labor are absorbed by Farm-house Tourism.At the same time,we can summarize the problems during it.The results show that,1) by means of transferring to Farm-house Tourism,the income of the rural surplus labor women is increasing with longer working time,not so high requirements of employment,or gender discrimination. However,the employment information channel is not smooth;2) The problems during the surplus rural women labor which are absorbed by Farm-house Tourism in study area mainly reflect from two aspects: the shortage of occupation skills and lack of legal awareness;3) the main influencing factors during the surplus rural women labor which are absorbed by Farm-house Tourism can be divided into two kinds: the first is that the absorptive capacity is limited,and the second is that the quality of the labors is not good enough. A Study of Relationship Between Economic Efficiency of Above-scale Industrial Enterprises and Energy Consumption in Xinjiang Li Jipeng, Xiang Xiudong 2015, (2):  49-57.  Abstract ( )   PDF (1136KB) ( )   Save In order to improve energy efficiency and low-carbon consumption,to promote the sustainable development of enterprises in Xinjiang, this paper takes above-scale industrial enterprises of Xinjiang for instance,chooses the 2000—2012 years as the sample interval,and selects five indicators:the capital preservation increment rate,the total assets of contribution rate,the cost profit rate, the output value of profits and taxes and the asset-liability rate,then uses gray correlation model to analyze the relationship between the level of above-scale industrial enterprises’economic efficiency and the level of energy consumption quantitatively, the results show that the four indicators are significantly affected by the energy efficiency,sorted by the quantity of the magnitude correlation,the order is:the asset-liability ratio (0.910), the capital preservation increment rate (0.751),the output value of profits and taxes (0.684),the cost profit rate (0.616).Finally, the paper obtains some management implications on how to achieve the sustainable development of energy consumption in above-scale industrial enterprises of Xinjiang. The paper analyses the achievements of monetary and financial cooperation between China and Central Asian Countries,and the bottleneck of the cooperation from the perspective of macroeconomic interdependence. Because the trade interdependence between china and the five Central Asian countries is at the low level, it means that the monetary and financial cooperation within the region is still in the primary stage.Its further promotion requires countries within the region to strengthen economic and trade cooperation.Finally,the paper from two aspects-Central Asia and China discusses the mechanisms and policies of promoting monetary and financial cooperation. A Comparative Study of Industrial International Competitiveness between Xinjiang,China and Kazakhstan Ren Qunluo, Ivan Sarafanov 2015, (2):  67-74.  Abstract ( )   PDF (1209KB) ( )   Save This paper,using the analytic hierarchy process,constructed the evaluation system of intra-regional industrial international competitiveness, which is based on four main factors: competitive strength,competitive potential,competitive environment and competitive posture,and on the basis of it conducted a comparative analysis on the industrial international competitiveness of Xinjiang and Kazakhstan. Research result shows,that the industrial international competitiveness of Kazakhstan is generally higher rather in Xinjiang.For this purpose,Xinjiang must increase the upgrading speed of its tertiary industries structure by creating internal drive,which will push forward the industrial competitive strength of the whole region;In order to improve the technology content of products,Xinjiang must strengthen personnel training, increase investment in science and technology, enhance the product innovation ability,thereby improve its industrial international competitiveness;Xinjiang has to seize the core area opportunity of Chinese“Silk Road Economic Belt”to transform economic and trade cooperation between China and Kazakhstan,which will promote industrialization process and enhance the industrial competitiveness of two regions. A Comparative Analysis of Patent Information of Halal Food and Moslem Goods Zhao Lili 2015, (2):  75-80.  Abstract ( )   PDF (900KB) ( )   Save Halal food and Moslem goods has a wide range of international demand and the development of this industry is one of the important parts in ethnic cultural industry in Xinjiang.Intellectual property rights,particularly patents,are important in promoting the development of halal food and Moslem goods industry.This paper analyzes retrieval data of patent application and finds that the application of halal food and Moslem goods presents certain volatility at the time;the industry and classification reflects clustering;patent applications are mainly concentrated in the field of the traditional technology,giving priority to with natural person.Therefore,it is of necessity to increase the patent technology input, strengthen the enterprise standardization construction,and help enterprises to apply for a patent in order to promote the patent development of halal food and Moslem goods industry.
