新疆对外承包工程企业中亚市场开拓研究

A Study of Foreign Contracted Projects Enterprises in Xinjiang Exploiting Central Asian Markets

摘要: 本文借助商务部相关数据对新疆对外承包工程发展现状分析得出:新疆对外承包工程企业数和完成营业额均位居西北五省第二位;新疆对外承包工程业务分布国家以中亚国家为主,业务分布领域以能源行业为主。同时,运用CMS模型分析得出:新疆对外承包工程企业已形成一定的竞争力,但其市场有效需求效应不足以及对外承包工程行业分布相对集中制约了其竞争能力的提升。但通过分析中亚国家承包工程市场发现,中亚地区的哈萨克斯坦、吉尔吉斯斯坦和塔吉克斯坦三国的有效市场需求为新疆对外承包工程企业发展提供了有效空间。为此,新疆政府应通过合理规划对外承包工程企业分布、引导企业深入了解三国市场需求和加大对外承包工程人才培养等,以期为新疆对外承包工程企业进一步开拓中亚市场奠定基础。

Abstract: This paper analyzes the status quo of foreign contracted projects in Xinjinag with the data from Ministry of Commerce of the People’s Republic of China and the results show that both the numbers and accomplished turnover of foreign contracted projects enterprises in Xinjinag rank the second among the five northwestern provinces;the projects business gives priority to central Asian countries and mainly in the energy industry. Meanwhile, it uses CMS (constant market share) model to analyze and concludes that foreign contracted projects enterprises in Xinjiang have formed certain competitive advantage but with little effective market demand. The industrial distribution of foreign contracted projects in Xinjiang is so concentrated and restrains the improvement of the competitive advantage. However, by analyzing the the projects markets in central Asian countries,it holds that effective market demand in three countries (Kazakhstan, Kyrgyzstan and Tajikistan) in central Asia provides foreign contracted projects enterprises in Xinjiang with effective space.Therefore,foreign contracted projects enterprises in Xinjiang should plan the layout reasonably,guide the enterprises to know more about three countries’market demands,strengthen the effort in foreign contracted projects personnel training to lay the foundation of exploiting central Asian market.
